The Access Policy Management group within Telecom Policy and Regulatory Affairs (TPRA) is responsible for the preparation of regulatory tariff and compliance filings submitted to the Canadian Radio-

television and Telecommunications Commission (CRTC).

TPRA is an interdisciplinary team of professionals, including advocates, advisors, compliance managers, engineers and accountants that have a knowledge of CRTC and ISED rules, directives, processes and procedures.

As a highly engaging professional, you will take ownership of tariffing requirements and compliance reporting related to Telecom, Broadcasting, ISED or other regulatory submissions, as required.

You will assume responsibility for research, advice and consultation related to these filings as posed by various departments within TELUS.

You will undertake orientation to the regulatory processes and procedures within Regulatory Affairs and Access Policy Management and acquire proficiency in relation to the legal and regulatory rules of practice and procedure respecting TELUS' compliance filings and service applications.

Here's how

  • Responsible for the coordination and development (writing tariff documentation) and approval of tariff applications introducing new products and / or services or proposing revisions to existing ones (cover letter detailing strategy and rationale of application, economic study reports and development of tariffs and pages) submitted to the CRTC for regulatory approval
  • Provide the company’s position / strategy on tariff submissions
  • Interface with cross-functional teams including Marketing, Finance, Media Relations, Legal, internal Regulatory Advisors and various other company departments to position / rationalize tariff submissions
  • Provide responses to CRTC and competitor or customer interrogatories / interventions and deficiencies for tariff applications
  • Provide support, by way of tariff interpretation, for responding to customer complaints received by the CRTC
  • Review / draft correspondence with regard to Competitor tariff submissions
  • Provide interpretation of tariffs and service explanations including historical overview of the services and propose solutions / strategies
  • Advise of non-compliance situations and provide resolution as necessary; and
  • Coordinate and file annual Price Cap compliance submissions and provide support, as necessary, to other CRTC public proceedings
  • Manage / coordinate CRTC compliance requirements for Telecom (i.e. CRTC surveys, reporting of CCTS, CNAC, IXPL routes, etc.
  • and Broadcast services or other compliance reporting, as mandated

    Qualifications

    You're the missing piece of the puzzle

  • With knowledge of regulation in Telecom (CRTC and ISED), including other provincial regulatory bodies across Canada, such as Alberta Utilities Commission and the Ontario Energy Board
  • Known for your thorough researching abilities and excellent written and oral skills, including ability to provide concise, coherent and informative regulatory submissions, recommendations and proposals
  • Sought out for your strong collaboration skills with the ability to provide creative solutions for Marketing while adhering to regulatory rules
  • With expertise in either a network-related field (i.e. Sales, Engineering, Access Planning, Product management, etc.), or a combination of network infrastructure knowledge, including newer more recent telecom technologies, and writing experience
  • With a University Degree in Business, Law, or other relevant field of study or extensive Telecom and / or Broadcasting regulatory experience
  • Respected for your knowledge of access network architecture and network procedures and processes
  • Confident in your technical skills in SAP, MS Office suite of tools, particularly Word and Excel, and online research
  • Expert organizational and project management skills
  • Valued for your critical thinking skills including financial analysis
