SUMMARY

  • The Project Manager Cost Planning will provide continuous support to the Planning team by implementing a planning and cost control system for various projects.
  • To support the cost management effort through personal market knowledge and estimating systems experience.
  • Contribute to the development of historical cost database and to prepare program estimates and project-specific estimates of the probable cost at various Milestone Class Estimates,
  • Provide guidance to project teams in relation to the optimization of costs during the Design Phase (Functional Program, Schematic, Design Development and Construction packages) to align the Design Documents with the overall project budget and create What-if scenarios in order to drive the decision-making process.
  • Contribute to project teams, Consultants and Clients in a collaborative manner to find efficient alternatives to achieve the project budget by using previous experience in construction methods, selection of equipment, materials and finishes that provide the best possible value.
  • Undertake validation of Cost Estimates completed by Prime Consultants and Cost Planning Consultants for the overall Major Capital Projects on a project level basis from its early stages (Planning, Feasibility) to and during delivery.
  • Also responsible for some direct estimate development through internal and external resources. The Cost Planning Project Manager will provide expert advice to the Project teams about potential gaps and excessive provisions in the preparation of estimates and contract management estimating support.

  • Project spend forecasting aligned with both schedules and contract performance targets.
  • Parallel Estimating / Peer Review for external Quantity Surveying teams (and potentially on large projects internally assigned cost planning resources) prepared cost estimates at the design milestones reconciling estimates to on large, complex projects as a measure of added risk mitigation and cost certainty.
  • To apply Value analysis / Value engineering to achieve the budget targets, exploring alternative ways of addressing the design to make it more cost-effective and sustainable, while still achieving the owner’s requirements, capital & operating budget and time frame.
  • Receiving, reviewing, and managing Project Manager’s proposed budget amendments for planning, design, or implementation of site-specific constraints and variables in accordance with revision protocol policies.
  • Completing periodic risk analysis on project estimates to determine the probability of achieving completion milestones, in addition to determining budget contingency.
  • Participate in the development and use of suitable progress reporting tools and techniques.
  • KEY DUTIES & RESPONSIBILITIES

  • Be responsible to Senior Manager Cost Planning for the creation of order of magnitude budgets for project approvals.
  • Estimate order of magnitude as well as detail of General Accounts and Project Management resources for the project delivery.
  • Review Cost estimate submissions (Class A, B, C, D) from Cost Consultants, Construction Managers and / or Project Teams to ensure accuracy and completeness.
  • Review Cost Estimates from Consultants and identify alternatives and potential cost savings through Value Engineering.
  • Create and maintain dashboard report for Cost plans using Database of projects.
  • Excel at working directly with the team to ensure that all government and local authority requirements are taken into consideration in the budget to allow design and construction to proceed.
  • Understand building codes, plumbing, and fire protection, electrical, national, and local regulations and incorporate those requirements within the Estimates.
  • Assist on Constructability review, including OHS and Environmental considerations. Contribute information (quantities, methodologies, productivities) for use in the preparation of project schedules.
  • Review project documentation and identify shortfalls and solutions. Provide feedback to the project teams when specifications become available to ensure the project will meet its cost targets.
  • Provides Cost input on Sustainable Building processes and LEED implementation.
  • Evaluate site conditions (i.e. location, temporary services, public constraints, and site logistics) and advise the project team on their and their cost implications.
  • Validation of Cost Estimates this individual will have the capacity and skills to :
  • Prepare a full cost estimate utilizing elemental costing.
  • Prepare discipline estimates by calculating complete take-off.
  • Prepare discipline estimates by calculating pricing of material, labour, equipment, and subcontractors.
  • Participate with the project team to maintain Cost Control during Design and Construction phases.
  • Provide technical assistance in tenders, negotiating contracts, change orders, etc. as required.
  • Maintain a database of historical project Cost data for the purposes of benchmarking and budget analysis.
  • Provide input to the Cost Team in developing and improving company project Cost Estimating policies, guidelines, procedures and applicable software systems for application within the Major Project delivery group and where applicable appropriate across the wider Project Delivery Services group.
  • Recommend contingencies to accommodate unknowns in the documentation.
  • Performance Targets
  • Effective delivery of all Cost management related operations for Major Capital Projects.
  • Oversee Cost Management through the project teams to ensure consistency within the project budgets.
  • Living and leading the incident and injury free message.
  • Delivery within agreed time frames of progress reports.
  • MINIMUM EDUCATION

  • Post-secondary education in Engineering, or a related field. (i.e. Quantity Surveying)
  • Job-Related Experience : 5 to 10 years in estimating
  • Knowledge & Skills

  • Experience in project delivery for building construction of major projects
  • Extensive project delivery knowledge under various delivery methods including Bid-Build, Design-Build, P3 (Public-Private Partnership), Construction Management and IPD (Integrated Project Delivery).
  • Experience working on large scale multi-year projects.
  • Up-to-date market knowledge of Estimating and Constructability trends, understanding of design and construction delivery supply chain relationships.
  • Strong interpersonal and relationship building skills.
  • Ability to engage expert’s advice at a Consultants, Sub-trade / Contractor level if required to provide accuracy in the project’s budget.
  • Excellent operational and time management skills.
  • A solid understanding of related computer applications including spreadsheets (MS Excel proficient) and estimating databases.
  • Knowledge of scheduling platforms (Microsoft Project, Primavera) and ability to assign budget to the project’s schedule
  • Ability to fully participate in a team format within a matrix environment.
  • Excellent communicator (in all forms i.e. verbal, written, IT)
  • Licenses and / or Professional Accreditation
  • One or more of the following would be considered an asset :

  • Bilingualism (English and French)
  • Quantity Surveying certification
  • CEC or CET certification
  • P.Eng. certification
