As an internal services branch, the Finance and Administration Branch (FAB) plays a fundamental role in enabling the delivery of CRA programs and services.

We are responsible for the stewardship of the CRA’s financial resources and the management of all its revenues and expenditures.

We ensure measures are in place to protect CRA information, assets, and employees.

We are looking for leaders who have a proven track record demonstrating a high personal standard of integrity and ethics taking the delivery of services to Canadians to the next level and contributing to the People First vision while demonstrating character leadership.

The CRA is elevating character leadership alongside competencies, as "leading from who you are" is recognized as an important part of the CRA leadership practice.

To apply

The ideal candidate needs to have the following essential requirements :

Occupy a position within the Federal Public Service, including Crown corporations and Agencies. If you are an eligible veteran or a Canadian Armed Forces (CAF) member, you may also apply.

Individuals occupying a position in the federal government at the EX-01 substantive group and level and individuals currently in the CRA's EX-01 Pre-qualified pool (PQP) must submit an application if they are interested in being considered.

  • Have a degree (see Note 1) from a recognized post-secondary institution;
  • an acceptable combination of education, training and / or experience.

    Have a record of strong performance and evidence of readiness to assume responsibilities at the executive level.

    Have recent and significant experience at the management level (see note 2) :

  • In providing functional direction and oversight of a national program or delivery of a regional security operations.
  • In establishing and maintaining relationships with internal and external stakeholders, which must include other government departments or agencies.
  • In managing human and financial resources. (Please be specific : indicate the number of direct reports, subordinates and the dollar figures of the budgets you directly managed for each position).
  • In providing strategic advice, recommendations and briefings to senior level officials (DG, AC (ADM), and above).
  • Notes :

  • Degree : A baccalaureate or higher level degree.
  • Recent and significant experience usually means performing these functions as part of your major job duties for a period of at least two (2) continuous years in the past five (5) years at the management level.
  • Preference may be given to candidates based on the depth, breadth and relevance of the experience.

    The following experience would be considered an asset :

  • Experience in the planning and development of service standards and / or performance measures and / or associated expected results.
  • Experience at the executive level in the operational management and delivery of a security program.
  • Experience in managing a significant change initiative for an organization.
  • Conditions of employment required at the time of appointment :

  • Secret security clearance level.
  • Willingness to travel.
  • Willingness to relocate in the National Capital Region (NCR). Candidates not currently located in NCR or within commuting distance must indicate in their application their willingness to relocate.
  • Failure to do so at the time of application may result in being screened out of this staffing process.

  • All appointments (except acting appointments) to and within the Executive (EX) Group at the CRA are subject to the Agreement to be laterally moved provision as a mandatory condition of employment.
  • This provision is included in the CRA’s Directive on Terms and Conditions of Employment for the EX Group.

    Submit the following documents via the CRA’s careers portal.

    A cover letter that meets the following two requirements :

  • In a maximum of 1,500 words clearly demonstrates how you meet the experience and assets. You must outline each experience as a header followed by concrete examples.
  • A separate questionnaire generated by the system will ask you to indicate if you meet each of the asset experience factors.

    As such, you will be prompted to indicate yes or no for each of them. However, each yes response in the questionnaire must be clearly demonstrated in your cover letter.

  • In a maximum of 200 words, explain why you think you are ready to advance to the executive level and why you are the right candidate for the job.
  • A curriculum vitae that includes :

  • current security clearance level;
  • education;
  • position titles with the group and level of each position;
  • name of organizations;
  • duration of each position held (years and months); and
  • the number of direct reports, subordinates and the dollar figures of the budgets you directly managed and were accountable for each position.
  • Additional questionnaires , which are part of the application process :

  • Reference checks : You will be required to provide the names and coordinates of six references (two most recent supervisors, two colleagues and two subordinates).
  • The Staffing Board reserves the right to contact references other than those provided by the applicants, if found necessary, to adequately assess the applicants.

    The Staffing Board may also consider using reference checks completed from a previous staffing process at the EX level.

  • Mobility : You must indicate your willingness to relocate in the NCR, if you do not reside within commuting distance.
  • Second Language Evaluation (SLE) results : You will be asked to indicate your SLE results with expiration date.
  • Job performance : You will be asked to indicate your performance rating for the last two years.
  • Employment Equity (EE) staffing questionnaire.
  • Assessment

    This staffing process will be conducted under tight deadlines shortly after the closing date of the job notice. As such, applicants are required to provide requested information promptly and make themselves available for assessment.

    Failure to respond in a timely manner could lead to your candidacy not being further considered. Rescheduling will be on an exceptional basis only .

    We plan to assess candidates as described below, however, there may be changes if deemed necessary.

    1. Screening

    Applications will be reviewed to determine which candidates meet the screening requirements. Please note, asset qualifications may be invoked at the screening stage.

    As such, make sure to fully demonstrate all experience factors that you meet in your application. In addition, executives are often required to succinctly brief senior management.

    As such, make sure to respect the instructions under the 'To Apply' section and that your application is concise, telling and to the point.

    2. Key Leadership Competencies and Knowledge factors assessment

    Candidates will be assessed on the Key Leadership Competencies (KLC) :

  • Create Vision and Strategy;
  • Mobilize People;
  • Uphold Integrity and Respect;
  • Collaborate with Partners and Stakeholders;
  • Promote Innovation and Guide Change;
  • Achieve Results.
  • 3. Reference and performance assessment

  • Candidate referees will be contacted to learn more about their professional experiences and how they demonstrate the KLCs.
  • A record of satisfactory performance and evidence of readiness to assume responsibilities at the sought executive level is a requirement of this staffing process.
  • You may be asked to submit a copy of your performance assessment for the last two years.
  • 4. Interview

    Candidates will be invited to an in-person interview where Character Leadership will be assessed. The CRA is looking to attract candidates who demonstrate strong character leadership.

    Dimensions of character are courage, drive, accountability, transcendence, humanity, humility, collaboration, temperance, integrity, justice and judgment.

    A Character Leadership information session for candidates will be scheduled and offered prior to the scheduled interviews.

    Note : Additional assessments may be completed throughout the process.
