JOB SUMMARY

Responsible for all accounting duties for the Department of Infrastructure to include, but not limited to, purchase requisitions, purchase orders, accounts payable, expenditure balances and uniform inventory tracking.

Position also participates in the annual budget preparation and serves as back-up in the absence of the Office Administrator.

EXAMPLES OF WORK PERFORMED

  • Assists County Engineer with receiving Certificates of Compliance as well as issuing receipts for payments.
  • Responsible for the entry of purchase requisitions, reviews approval and electronically sends copies for the Department of Infrastructure staff.
  • Ascertains that adequate funds exist for line item transfers for proposed expenditures.
  • Assists Department of Infrastructure staff and Division Directors with special projects.
  • Assists the Office Administrator with supervising administrative support staff.
  • Assists with compiling information for annual bids and budget processes.
  • Report items on the Court agenda, such as OFF ROW, and enter line item transfers on Agenda Link for Commissioners Court.
  • Prepares deposits twice weekly; processes damage claims; handles Road & Bridge billings and reimbursements; sends invoices to other departments and / or agencies;
  • and maintains contracts (Material and Professional Service Agreements).

  • Maintains a proper filing system meeting Auditor’s standards.
  • Responsible for Public Outreach program for Road and Bridge department.
  • Reviews invoices for accuracy prior to submission to the County Auditor’s office for payment disbursement, as needed.
  • Assists with reviewing Draft contracts and Professional Services Agreements.
  • Assists Purchasing with obtaining references from possible County vendors prior to bid awards.
  • Frequent communications with various County personnel members including department heads, elected officials, external agencies and the general public.
  • Assists in answering department telephones and maintaining professional contact with walk-in constituents and vendors.
  • Readily complies with departmental and county-wide policies and procedures.
  • Performs related special projects as assigned.
  • The physical demands and environmental factors listed below as well as regular attendance are also essential functions for this position.
  • Understands and follows oral and written instructions.
  • PHYSICAL DEMANDS :

  • Position involves sitting at a desk or other workstation, typing, filing, making copies, standing and communicating.
  • Works continually at a keyboard.
  • May be required to exert 10 to 20 pounds occasionally.
  • May have to walk or stand for periods of time.
  • ENVIRONMENTAL FACTORS :

  • Works primarily in an air-conditioned office, but may be required to travel to other county facilities.
  • Williamson County has adopted a Tobacco-Free Workplace policy. This policy prohibits smoking or use of any tobacco product on Williamson County premises.
  • MINIMUM QUALIFICATIONS

  • Combination of education and experience equivalent to a bachelor's degree.
  • Six (6) years’ experience in office administration and / or billing procedures.
  • Strong organizational skills and proven ability to maintain accurate, detailed records.
  • Ability to type and enter data with sufficient speed and accuracy.
  • Proficiency with Microsoft Office suite, Kronos, Oracle, and office equipment.
  • Familiarity with AgendaQuick, Financial Center, Laserfiche, scanner, binding machine, plotter.
  • 10-key calculator.
  • Able to see and hear.
  • Able to write and read to a size 10 font.
  • Ability to understand and follow instructions.
  • Must obtain a valid TX driver’s license by date of hire.
  • Must maintain a satisfactory Motor Vehicle Record.
  • Able to interact with the general public, co-workers, supervisors, department heads, elected officials and others in a pleasant and professional manner.
  • PREFERRED REQUIREMENTS :

  • Four year degree
  • EMPLOYMENT TESTING :

  • Employment is contingent on passing post-offer, pre-employment, and periodic drug testing and criminal background investigations.
  • IRREGULAR HOURS :

  • Work outside of the normal office hours may be required to meet deadlines and accuracy requirements.
  • Essential Personnel for Emergency Situations; at the discretion of the Department Director.
  • ORGANIZATION RELATIONSHIPS :

  • Reports directly to the Sr. Office Administrator.
