Completion & Turnover Engineer
About the project :
The Keeyask Hydroelectric Generating Station project is being built on the Lower Nelson River in Northern Manitoba. BBE Hydro Constructors LP is the General Civil Works Contractor, responsible for elements of the hydroelectric generating station including a 7-
unit powerhouse complex, concrete spillway, approximately 2.2-kilometres of earth dam structures and 23.0-kilometres of earth dyke structures.
Construction began in the summer of 2014, with expected completion in early 2021.
BBE Hydro Constructors LP is currently looking for Completion & Turnover Engineer who will work at the site office near Gillam and live in the associated construction camp .
The Completion & Turnover Engineer assists Construction with the systems completion, execution and turning over of the work.
Main duties include supporting the development of Quality Dockets by Quality Control, review of the work packages, schedules, receiving and reviewing material conforming to project specifications, verifying the quality of the completed work, interpreting technical issues and preparing final closeout / turnover project documents.
The Completion & Turnover Engineer is not responsible for managing, tracking or giving regular direction to the craft.
ESSENTIAL JOB DUTIES :
Systems Completion and Quality :
Lead walkdowns and record all punch list items. The Completion & Turnover Engineer will maintain the official deficiency list and will update as outstanding items are completed.
The Completion & Turnover Engineer should notify and follow up with the superintendents to close any open / pending punch-list items.
The Completion & Turnover Engineer is expected to perform the level of QC considered necessary to assure quick and easy signoff by the client’s QC team through in-
process inspections and coordination with the construction area and subject QC Inspectors. This requires :
Weekly inspection and walk down of responsible area.
Verifying that the work is being completed to the current construction documents including drawings / specifications / clarifications etc.
Addressing & correcting non-conformance with the crews and subcontractors.
The Completion & Turnover Engineer will follow the work instructions through to completion as appropriate, generate request for information and non-
conformances related to the subject work front. Facilitate subcontract execution in the field. Duties will vary widely depending upon the specific subcontract area.
Typically, the Completion & Turnover Engineer will be responsible to assure work is being done in conformance with project specifications related to quality and quantities.
Work with BBE engineering and the clients Resident Engineers to resolve technical issues, and complete and / or compile any associated documentation.
Daily coordination with construction supervision to ensure Completion & Turnover Engineer’s duties are supporting the current schedule and work front needs.
Quantity Take-off :
The Completion & Turnover Engineer is responsible for capturing, understanding and entering weekly achieved quantities for their areas based upon the established rules of credit and reconciling as required.
Assist the Quantity Engineers in determining the final quantities to be used in the reconciliation process.
Prepare / review quantity takeoffs as necessary with the help of BBE’s Quantity Engineers to determine design and as-built quantities.
Review preliminary performance reports to help assure alignment between entered quantities and charged man-hours.
Turnover Documentation :
Generate and submit Red Line documents in accordance with the requirements of the site quality manual upon completion of the corresponding scope of work.
Review various quality related documentation (i.e. mill certs, pour cards, FATs, etc.) to assure compliance with project requirements prior to submittal to the BBE Quality Docket Coordinator.
Quality Dockets for the mechanical department will be based upon system boundaries and will be compiled by the Quality Docket Coordinator.
JOB KNOWLEDGE :
Technical knowledge of systems completion and turnover requirements, construction requirements, quantity take-off, cost estimate, scheduling and / or contracts administration relating to the construction of heavy industrial complexes.
Demonstrated leadership in a team-based environment.
Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) as they relate to area of responsibility.
Familiar with Business Ethics and policies.
Prior experience supervising and administering subcontractors.
Knowledge of the Zero Accidents safety program.
Computer literate in word processing, spreadsheet and database applications in accordance with current applications and standards.
Knowledge of the use of subcontracts; knowledge of the contractor / subcontractor’s responsibilities contained in subcontract documents.
A degree in Electrical / Mechanical Engineering, or equivalent
Strong computer skills. Proficiency in MS Excel and Word.
Good oral and written communication and organization skills.
Ability to communicate efficiently including verbal and technical writing in the English language, with analytical, interpersonal communications and presentation skills
Hard work and ability to work independently, recognize limitations and ask for guidance when necessary
Teamwork demonstrating the values of integrity, accountability and ingenuity
Ability to work extended hours or night shift as required by the project schedule
