Census Ward Coordinatorup to 11 months
The Census Ward Coordinator is responsible for the conduct of the door-to-door collection of census data within assigned wards.
This includes hiring approximately 200 census workers, scheduling and assisting with training classes of census workers.
The Ward Coordinator oversees this work and monitors completion reports, making adjustments and mitigating issues to ensure best participation in data collection.
Hiring and Recruitment
Participate in the recruitment and hiring of census workers as required for door-to-door data collection of assigned structure types, as well as any replacements required to complete all census collection zones
Review applications and test scores
Attend and assist at Census Worker information sessions
Meet applicants, review worker preferences, and determine suitability for available positions
Assign candidates to specific collection zones
Closely monitor worker cancellations, and replace workers as required
Maintain the Census Worker Database on a daily basis
Census Worker Support and Monitoring
Learn, understand and be able to explain all census processes and procedures, roles and responsibilities to support census workers in the provision of their responsibilities by answering questions and providing guidance and direction
Adapt to changing processes and communicate changes to the census workers
Monitor worker progress through collection zone completion reports; provide support and escalate issues as required to ensure worker safety and completion of the census
Track completion of collection areas, verify dwelling counts reported by census workers, prepare pay sheets, and submit pay requests for review and approval
Schedule census workers for training, balancing the needs of the worker and the availability of the classes
Check in all census workers prior to their training to ensure all proper forms and ID requirements are complete
Assist with distributing tablets and other training materials to census workers
Assist with training workers on use of the tool for data collection
Worker pay sheets and Post Census Summaries
Prepare pay sheets, and submit pay requests for review and approval
Complete performance evaluations for all census workers and the Area Assistant to inform future hiring
Participate in debrief sessions following completion of door-to-door collection.
Provide a written summary of their census activities, including recommendations to improve future censuses and metrics (e.
g., number of census workers hired in each assigned ward, completion statistics, refusal rates, addition and deletion of addresses, and the number of cancellations that were backfilled)
Completion of the twelfth (12th) school grade including business subjects with emphasis on general office practices, or completion of an appropriate certificate program from an approved business school / college
Minimum 3 years of experience with hiring, supervising, performance evaluations, scheduling and coordinating staff
Experience working with the general public
Excellent customer service skills
Proficiency in Google docs, calendar, mail and sheets
Strong organizational and communication skills, both written and verbal
Strong interpersonal skills with the ability to deal with sensitive situations
Ability to work independently and manage multiple tasks
Shift work is required during weeks of census worker training. A flexible work schedule, which may include evenings and weekends, is required in the weeks during the census collection period
Experience with census work and / or election work
