  • Water is one of British Columbia’s fundamental sustainable natural resources. The Water Management Branch WMB leads in the planning and delivery of provincial water programs including managing and regulating the allocation of water resources, ensuring safe and reliable community water supplies;
  • and protecting public health and safety through River Forecast Centre operations, flood hazard management, regulation of dikes and dams, and supporting emergency response.

    The Dam Safety Senior Specialist is a member of a small team focused on ensuring that dams are constructed, operated, altered and / or decommissioned in an appropriately safe manner and in compliance with the Water Sustainability Act’s Dam Safety Regulation.

  • The senior positions on the team specialize in one or both of two key fields : water resource management, including advising on water supply issues;
  • and structural advice and oversight, which typically requires a structural, geotechnical, seismic or similar engineering background.

    To be successful in this role, you have the skill and ability to manage complex projects and issues related to dam safety, and keep up to date on current trends, practices and innovation in this field.

    Complementing your specialized expertise, you are an analytical thinker, capable of developing and implementing practical solutions to complex problems and issues associated with dam construction and safety, specifically the structural, geotechnical, and seismic aspects and conditions of BC’s major dams.

    To be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below :

    Education :

  • Bachelor’s Degree in a technical or professional field related to water resource management with preferred specialization in dam safety, construction, operations, hazards management, or other related field; OR,
  • Two-year Technical Diploma from a recognized college as stated above, PLUS two years’ directly related practical experience.
  • Experience :

  • Experience providing technical expertise and oversight in areas of : Geotechnical and seismic hazards, specifically focused on dam safety and water retention infrastructure;
  • AND / OR, Hydraulic and hydrological resource management specifically focused on dam safety and water retention infrastructure.

  • Experience providing scientific / technical expertise, advice and recommendations to executive and senior management.
  • Experience preparing and / or coordinating scientific / technical reports and leading research strategies and projects associated with dam safety and hazard management.
  • Additional Requirements :

  • Must complete in-house Dam Safety Program training to gain the Dam Safety Officer designation and upgrade that training as required to retain the designation.
  • Required to remain current with advances in dam safety practice through active membership in the Canadian Dam Association CDA and its technical committees.
  • Must possess and maintain a valid BC Class 5 driver’s licence and have the ability to maintain and operate a 4-wheel drive in all types of driving conditions both on and off road.
  • Availability 24 / 7 to respond to emergencies to perform a variety of duties within the scope of the position’s regular responsibilities.
  • Required to travel throughout the province and conduct field work which may include travel to remote areas by vehicle, boat, air or foot, overnight or extended stay in rough camp conditions and outdoor work in all weather conditions.
  • This requirement is estimated to be approximately 3 weeks per year.

  • May be required, on occasional evenings and weekends, to represent the Ministry at public meetings and events.
