We are currently seeking a Senior Financial Analyst - Internal Controls and Financial Policies to join our Financial Accounting division in Ottawa .

Responsibilities include :

  • Gains a thorough understanding of the business activities, programs and requirements, including operations, funding streams, key contracts and business structure.
  • Leads the ICFR program roll-out and provides direction and leadership over the ICFR Program.
  • Develops a strategic and operational plan over the ICFR Program.
  • Designs and oversees the ICFR Risk Assessment inclusive of the annual scoping requirements to be included in the annual ICFR Program plan.
  • Provides technical financial expertise especially as it relates to ICFR and financial policies.
  • Develops and maintains strong relationships with the business so that the Senior Financial Analyst Internal Controls and Financial Policies is viewed as a trusted advisor.
  • Provides recommendation to remediate existing deficiencies to established controls in the current environment and plays an instrumental advisory role in designing and improving controls.
  • Documents and maintains process flows and narratives in accordance with the ICFR Program plan that describe the current financial processes, control points and key controls and identifies control deficiencies.
  • Proactively recommends changes in a dynamic environment by effectively communicating with and influencing others, and acting as a change agent to promote, encourage and implement changes.
  • As established in the ICFR Program, performs tests over the design of controls.
  • Partners with the Business to create an early warning system for the identification and monitoring of control breakdowns, weaknesses, stress points, and other risks to the business.
  • Strengthen the controls environment to the point that controls are embedded in the mindset of the business.
  • Researches and maintains up-to-date knowledge of risk management and control frameworks and best practices.
  • Presents reports to senior management to assist them in assessing the effectiveness of the ICFR at CBS and fulfilling their corporate governance responsibilities.
  • Develops and / or recommends new financial policies or recommends changes to existing financial policies.
  • Develops a communication strategy and / or training to educate the business relating to their responsibilities over internal controls over financial reporting and regarding new financial policy developments.
  • Participates in the governance over the ICFR Program as required.
  • Required Skills

    Education, Training and Experience :

  • Post-secondary education in a relevant discipline is required. An accounting designation (CA, CMA, or CGA) is required.
  • A CIA or CISA designation or demonstrated experience in IT controls would be an asset.
  • Over 5 years of relevant experience.
  • A thorough understanding of and experience working with standard internal controls frameworks (COSO, SOX) is required.
  • Understanding and experience in the use of SAP (or an equivalent ERP application) is required.

  • Demonstrated ability to negotiate, set direction and manage several ongoing and conflicting priorities.
  • Ability to lead and mentor staff, as well as collaborate with team members.
  • Strong ability to exert sound judgment in areas of uncertainty or divergent views.
  • Strong written and oral communication skills are essential and required.
  • Ability to assess and evaluate complex processes, summarize financial processes and highlight salient points in simple terms is required.
  • Strong understanding of business and financial structures is required.
  • Ability to work independently and as a member of a team is required.
  • Strong interpersonal skills, client focused thinking and ability to work with management at all levels.
