The Innovation, Information and Technology Branch (IITB) is a

national organization, with a wide variety of work that can be

performed regardless of geographic location. However, certain

positions may require a physical presence at a specific location.

ANTICIPATORY STAFFING IITB's Hub locations outside of the

NCR are located in : St. John's, Dartmouth, Charlottetown,

Bathurst, Fredericton, Miramichi, Moncton, Boucherville,

Jonquière, Laval, Montréal, Shawinigan, Belleville, Chatham,

Technical Advisors in Architecture with Employment and Social Development Canada’s (ESDC) in Innovation, Information and Technology Branch :

  • Provide specialized technical advice in their domain on IT architectural components for the department to drive the development of the Department’s architectural framework.
  • Perform high-level analysis by examining complex problems, developing strategies, and make recommendations on how to proceed.
  • Work with clients to identify business requirements and solutions that benefit all areas of the organization.
  • Network / liaise and partners with program, administrative and technical staff to obtain agreement on requirements for IT architectural services and to resolve architectural issues.
  • Conduct research and feasibility studies to facilitate the development, maintenance and renewal of complex architectural solutions.
  • Provide architectural direction to working groups as required in architectural domain of expertise.
  • Examine the state of the industry to adapt best practices and innovative technologies to the Public Service of Canada.

    ESDC’s Enterprise Architecture group within the Innovation, Information and Technology Branch (IITB) is hiring.

    As part of IITB’s EA team, you will have a voice in shaping the organization’s agenda for innovation and its strategy for meeting business objectives.

    You will help shape the department’s Information Technology (IT) projects, along with technology selection and delivery, ensuring they follow best practices from the onset.


    We are a group of approximately 60 employees. The Enterprise Architecture team encompasses Enterprise, Solution, Technology, Application, Security, and Information Architecture.


    We ensure the fulfillment of high-quality corporate management standards by developing frameworks, maintaining IT standards, and developing strategies, as well as initiating and planning end-

    state target reference architecture, including infrastructure and applications moving to the cloud.

    Intent of the process

    An inventory of qualified candidates will be established to staff current and future architect positions in the various architecture domains of :

  • Enterprise Architecture
  • Security Architecture
  • Information / Data Architecture
  • Solution Architecture
  • Technology Architecture
  • Application Architecture
  • with various tenures within the Innovation, Information and Technology Branch (IITB).

    In order to be considered, your application must clearly explain how you meet the following (essential qualifications)


    ED1 - Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

    Notes :

    1.Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and / or experience.

    They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

    2.It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-

    secondary program at the institution.

    3.At the manager's discretion, an acceptable combination of education, training and / or experience may serve as an alternative to the minimum post-

    secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-

    assessed for other positions for which this alternative has been specified by the manager.


    EX1 - Significant* experience in analyzing requirements to provide options and recommend a solution in one or more of the following domains :

    oSecurity Architecture

    oInformation / Data Architecture

    oTechnology Architecture

    oApplication Architecture

    EX2 - Experience in producing and maintaining Architecture artifacts.

    EX3 - Experience working collaboratively with multi-disciplinary stakeholders on architecture projects.

  • Significant experience is understood to mean the depth and breadth of the experience normally acquired by performing a broad range of various, complex related activities over a period of approximately two (2) years.

    The criteria below are asset qualifications, as such they are not essential to the positions to be staffed. However, it would be nice to have as a candidate and the board members may decide to favor a candidate who has these qualifications.

    AED1 - A degree from a recognized post-secondary institution in the field of Computer Science, Information Technology, Software Engineering or in a related discipline.



    AEX1 - Experience using Enterprise Architecture tools (for example Sparks, Qualiware, RSA, Visio) or notations (for example BPMN, UML, IDEF or others).

    AEX2 - Experience using architecture Frameworks / standards (for example TOGAF 1 and 2, Zachman, SABSA, Archimate or others).

    AEX3 - Experience developing road maps for the evolution of the enterprise application portfolio from current to future state.

    AEX4 - Experience using Government of Canada approved Cloud Services.

    AEX5 - Experience in IT Infrastructure Operations or Application Development related to one or more of the following : network, server, cloud, mainframe operations.

    AEX6 - Experience in developing data models and diagrams for data architecture.

    AEX7- Experience in IT Infrastructure Operations or Application Development in the area of information / data.

    AEX8 - Experience in security architecture using (for example CISA, CISSP or others).

    AEX9 - Experience producing solution models and diagrams for security architecture, and solutions as a service for cloud.

    AEX10 - Experience in one or more of the following aspects of IT Security : IT security engineering / architecture, IT security operations, IT Risk assessment, IT Security incident management.

    AEX11 - Experience applying ITSG 33, identifying appropriate security controls and proposing customized control profiles.

    AEX12 - Experience in IT Infrastructure Operations or Application Development in the area of security.

    AEX13 - Experience in the application of the Government of Canada’s (GC) Directive on Management of Information Technology and GC Digital Standards that guide departmental enterprise architecture.
