Responsibilities :

Oversees the execution of work to achieve medium to longer term results that increase workplace health and wellness, including :

  • Developing and managing strategies and programs related to health and wellness, which integrates all aspects of the Region’s proactive and reactive response to health and wellness / resilience, including prevention of stress, psychological protection, healthy leadership and clear expectations of work, work / life integration, conflict resolution, and embedding health and wellness in the work culture, in collaboration with the Region’s staff across the organization.
  • Monitoring ongoing compliance within existing municipal / provincial / national legislation, as well as corporate policies / regulations and best practices in the field.
  • Recommending specific courses of action related to this section, with escalation to manager.
  • Leading and / or influencing internal project-based initiatives / training / programs.
  • Managing task forces and working groups, as required, focused on psychological health and wellness.
  • Managing the employee and family assistance program. (EFAP)
  • Conducts research, reviews documentation, analyzes information, develops reports / presentations, and makes recommendations related to the departmental objectives.
  • Monitors / collects statistical data / performs analyses / reports on trends / gaps / issues / opportunities / risks related to the section.
  • Develops and reviews all communications for the Region’s workforce on health and wellness.
  • Reviews a wide range of complex and sensitive information relating to any individual incident for purposes of statistics / analysis.
  • Provides specialized guidance and expert opinion on psychological health and wellness.
  • Provides input into continuous improvement of the section and its related procedures / processes / policies / training programs.
  • Identifies, develops and manages strong working relationships with a wide variety of stakeholders / interested parties internal / external to the Region.
  • Develops strong working relationships with other Peel Region departments, who play a role in the development and delivery of the section’s objectives.
  • Some checks and balances on work, usually through manager review and sign-off.
  • Financial accountability for input to planning / monitoring the section budget.
  • Recommends courses of action within the program with substantial decision-making and planning responsibility.
  • Manages and develops direct reports, including input to hiring, coaching, motivating, disciplining, assigning and delegating work, conducting performance reviews, and developing job objectives, while also ensuring that employees carry out their job duties in a safe / healthy manner.
  • Models responsiveness. Leads staff through an open-door policy, and encourages honesty and integrity in all interactions.
  • Provides direction, mentoring and coaching, to ensure staff are effective in their roles.
  • Qualifications :

  • Post-secondary degree including but not limited to a health or safety related discipline (such as occupational health & safety, nursing, psychology, public health) with additional training / experience in complex work environments (including both unionized and non-unionized workforce).
  • Prior experience working in a municipal public sector employer would be an asset
  • Minimum of 5 years of related and progressive experience, in the area of workplace health and wellness.
  • Demonstrated leadership experience.
  • Solid understanding of the Region of Peel / municipal / regional government, including internal stakeholders, and related policies / legislation / regulation at all levels of government for the area of psychological health and wellness.
  • Excellent communication (written and verbal), relationship building, problem solving, planning and critical thinking skills.
  • Knowledge and skills in the areas of workplace health assessment, program planning and evaluation, determinants of health, health behaviour change, policy development, capacity building and social marketing.
  • Knowledge of relevant employment legislation (Employment Standards Act, Occupational Health & Safety Act, Ontario Labour Relations Act, Workplace Safety and Insurance Act, the Human Rights Code, and the National Standard on Psychological Health & Safety in the Workplace).
  • Solid understanding of the Region of Peel / municipal / regional government, including internal stakeholders, and related policies / legislation / regulation at all levels of government for the area of psychological health and wellness.
  • Strong analytical or problem solving / decision making skills.
  • Strong oral and written communication skills, including both one-on-one and group communications for the purposes of facilitating problem solving, goal setting, education and support;
  • in addition, experience with effective corporate communications across a diverse workforce.

  • Ability to work with / collaborate and build strong relationships across a diverse workforce and at all levels in the organization.
  • Good political acumen, solid project management skills.
  • Effective time management, working knowledge of Microsoft Office.
  • Excellent skills in consulting, facilitation, influencing, and relationship management.
  • Access to a reliable transportation and the ability to travel between sites on potentially short notice.
