General Summary :
This position performs a variety of co-ordination, administrative, and advisory functions with regards to a large linear transit project, which forms part of a massive Rapid Transit Capital Program within the Greater Toronto and Hamilton Area (GTHA).
Working in an Alternative Financing and Procurement (AFP) capacity during the RFP In-Market phase, the successful incumbent will support the project management team with contract document review and development, strategic support, Request-
For-Information (RFI) management, Data Room control, and general commercial co-ordination with various internal project stakeholders (including Legal, Finance, Commercial, and Technical resources).
As an embedded member of the Owners Engineer and Program Management Services team, you will directly support Senior decision makers, and be responsible for representing Owner commercial interests in the various functions you will perform.
The successful incumbent will have thorough knowledge of Infrastructure Ontarios (IO) AFP procurement processes and typical RFP / PA documentation.
In addition, the incumbent will have a technical background in a related project delivery discipline with demonstrated experience supporting project management functions on large capital projects (in either procurement, design and / or construction roles).
Pending successful completion of the RFP Procurement, the successful candidate will have opportunities to join the implementation team for the construction phase of the project, or explore other opportunities focused in the GTHA within the broader Capital Program.
This position is based out of Toronto, with expectations to travel within the GTHA up to 2-3 days per week. This is an excellent opportunity for a junior to intermediate Project Manager or commercial professional to gain access to, and grow experience with, a strong leadership team who is supporting an exciting and growing mandate to improve regional mobility and substantially reduce congestion across the GTA over the next 10 years.

As the RFP procurement advances, additional responsibilities related to client advisory and commercial strategy assigned
Job Specifications :
Management of In-Market Issues log (tracking, updates, reminders) and general liaison / strategy to support issue resolution
Management / Review of Data Room population process (track approval status, provide proactive communication / manage email correspondence with regards to Data Room traffic and provide final approval for all documents uploaded to Data Room Staging and Production Areas)
Coordinate and Manage the technical RFI response process (Monitor incoming RFIs from proponents, track response process to ensure timelines are maintained, proactively seek internal SME support to ensure quality of RFI responses is maintained)
Review and comment on proposed RFI responses (appraise responses provided from Technical Advisor, IO delivery, senior management to confirm that responses are adequate, commercially reasonable, and do not conflict with other RFI responses)
Support management of Technical Advisor (engage with Technical Advisor to push accountability / progression of deliverables)
Assist with review of project-specific output specifications (PSOS) and Reference Concept Design (RCD) deliverables
Attend Confidential Commercial Meetings (CCMs), document team actions, and develop strategic advice for internal team and client for consideration (assess bidder comments, assess validity of comments, identify potential risks, propose responses and / or document modifications to address concerns)
Assisting with checks, and other in-market procurement activities
Develop ad hoc presentations / memos / analysis as requested by management team for decisions making / issue notification
Support RFP evaluation activities as requested
Become a key member of the Contract Administration team for the Implementation Period of the Project (approximate duration of project will be 4 to 5 years, with various upward opportunities available)#LI-TP1
The ideal candidate will possess the following skills and experience : Education, Experience & Certifications :
Bachelors or Masters graduate - Engineering or technical Project Delivery qualification
4 to 7 years experience
Professional Designation / License an advantage
Working Conditions & Physical Requirements :
