Job Summary :

Provide financial and accounting support in all aspects of the ITC portfolio management. Maintain and monitor IT operational and project governance standards to ensure that ITC spending is properly planned, prioritized, budgeted, executed and managed in a manner that will provide oversight to ITC executives.

Key Accountabilities and Responsibilities :

  • Participate in the development of ITC planning processes using appropriate best practices in cost estimation and budget formulation methodologies to develop project budget submissions, provide recommendations to management decision making, as to minimize re-
  • work and leverage existing project investments where applicable.

  • Proactively drive financial ITC operations through the preparation and support of the 5-Year Strategic Outlook and annual Operating Plan processes focusing on alignment with strategy, transparent reporting on major initiatives and increased used of business drivers and key performance metrics.
  • Enhance ongoing advisory to senior management on ad-hoc issues including what-if modeling of costs, project allocation adjustments, and scenario analysis.
  • Support ITC management by providing advice and guidance around expenditure management and benefits realization while also reporting key financial data related to various organizational strategic goals.
  • Provide financial assessment and reporting of vendor performance, quality and cost evaluation based on negotiated deliverables and ongoing budgetary requirements and projections.
  • Ensure ITC Finance processes abide by necessary governance and controls. This includes all WSIB budgetary controls, maintaining and improving the charge-
  • out methodology for recovery of direct costs.

  • Contribute to IT Business Services Portfolio Reporting by providing timely and relevant information and data that can easily be combined into strategic reporting.
  • Provide oversight to financial project and portfolio analysts for the processing of journal entries.
  • Prepare and maintain the reporting and consolidation of the ITC forecast processes and allocation model.
  • IT financial portfolio advisor for oversight on financial management, compliance , risk management, financial reporting, communication strategies, including, but not limited to :
  • Benchmarking financial dependencies and health checks within assigned portfolios related to ITC roadmap;
  • Participating and coordinating with internal teams for financial portfolio health check assessments;
  • Engaging stakeholders within dependent disciplines, such as; Contract Management, Quality Management, Procurement, and Legal;
  • Championing innovative and value-add financial solutions as and when appropriate;
  • Developing communication vehicles for executive management teams including assessment on net realizable benefits, financial dependencies and corporate alignment with the overall organizational budget
  • Knowledge of costing initiates and strategies, producing financial assessments and viability analysis as well report on Cost / Benefit analysis
  • Knowledge of Activity-based costing (ABC) practices to IT activities and assign the cost of each activity with resources to all products and services according to the actual consumption
  • Effective verbal and written communication skills including the ability to develop and maintain collaborative working relationships, explain project concepts, prepare business cases,
  • Assess IT portfolio viability within appropriate timelines and interdependencies, including, but not limited to :
  • Financially assessing initiative proposals and business cases;
  • Contributing to executive management reports for portfolio budget, monthly financial projections and status, , health checks;
  • Designing and managing communication plans, in form of reports and financial dashboard containing relevant financial information;
  • Managing standard change management practices related to financial management;
  • Preparing diverse Financial Analysis like cost benefits analysis, return on investment, payback, internal rates of return and net benefits realization
  • Contribute to the development of portfolio artifacts for terms of reference, concept documents, business cases, including, but not limited to :
  • Promoting integrity by ensuring proper financial management and tracking is in place;
  • Advising PMO on financial statuses, as required;
  • Recommending changes and improvements to portfolio expenditure tracking and reporting.
  • Participate the ITC intake process including :
  • Participating in meetings for prioritization of new requests;
  • Determining financial interdependencies & financial risks;
  • Forecasting cost associated with resources; (if applicable)
  • Developing and supporting reporting and monitoring tools that will allow for further tracking and development of a financial support model.
  • Participating in and responding to requests from Financial General Controls pertaining to internal and external audits as required, including documenting IT financial processes & procedures & valuating financial controls
  • Support Manager, Planning Management :
  • Providing advice and guidance for financial management and benefits realization tracking and reporting;
  • Ensuring support and advice on Financial and Accounting protocols, appropriate standards and organizational best practices;
  • Advising on portfolio interrelationships supporting priority and resource allocation decisions;
  • Promoting continuous improvement through participation in lessons learned and facilitating recommendations.
  • Support the implementation of ITC dashboards, scorecards and reports :
  • Creation and generation of Financial scorecards;
  • Providing recommendations for dashboards, scorecard reporting;
  • Reporting financial plans for the 3-to-5 years plan consistent with the IT roadmap.
  • Job Requirements :

  • Post-secondary education in Business Administration or Accounting
  • Possession of an professional accounting designation (CPA)
  • 8-10 years Experience managing large projects.
  • 2+ years managing IT projects
  • Experience with financial forecasting, reporting and budgeting
  • Ability to provide Cost / Benefit analysis, Activity-Based Costing, as well as experience with risk management and audit documentation
  • Strong analytical skills to identify key issues and resolution of problems within the project portfolio
  • Demonstrated knowledge of Microsoft Office Suite Applications, Microsoft Project, and SharePoint, with advanced ability in Excel
  • Knowledge / experience with PeopleSoft an asset
  • Knowledge of IT environments is an asset
