The UNESCO Institute for Statistics (UIS) is the official and trusted source of internationally comparable data on education, science, culture and communication.
As the official statistical agency of UNESCO, the UIS produces a wide range of indicators in UNESCO's fields of action by working with national statistical offices, line ministries and other statistical organizations.
The UNESCO Institute for Statistic's current UIS web presence does not meet the needs of the organization or its customers for the following reasons :
This contract is for the design, development, training and support of a new website that will address these deficiencies.
Tasks and Objectives :
The objective of this contract is to conceptualize and implement a new website for the UIS adhering to the following criteria :
The CMS must be as close to a stock installation as possible. All technical components must be used in their default configurations to the largest extent possible.
The use of 3rd part applications or plugins is discouraged and must be approved by UIS project stakeholders and factored into a monitoring, maintenance and evolution strategy.
The theme must also be customized to represent the UIS including logos and colors.
In order to complete and deliver the contract, the following inputs will be provided :
Inventory of searchable External UIS web based content
Technical Infrastructure Details
The Respondent will produce a technical plan and present it to the project team. This plan will detail technical recommendations for the implementation of the CMS and underlying infrastructure.
This will include at a minimum :
The respondent will produce a design brief and present it to the project team. This brief will describe the design approach and mockup of the final website theme including at a minimum :
After the project team approves the Technical Proposal and Design Proposal, the Respondent will begin implementation.
CMS Implementation Phase
The Respondent will implement the CMS as approved during the Design and Technical proposal stages. At the end of the CMS Implementation stage, the Respondent will have implemented a fully functioning CMS that can support the future UIS website.
The Respondent will present the CMS to the project team and action any feedback on its implementation.
Content Migration and Integration Phase
The Respondent will migrate and integrate the web content in all supported languages from various sources to ensure that the website reflects the new sitemap and design proposal.
This stage will include the entire configuration needed to ensure that a fully functioning site is implemented.
User Testing and Revision Phase
The Respondent will provide a test environment and credentials to the UIS project team to test the implementation of the new website.
The UIS Project team will test the website against the TOR and communicate any revisions and / or bugs to the Respondent.
The contractor will make any revisions of bug fixes requested in the previous stage, and provide the UIS Project team the opportunity to test the new implementation.
Once the UIS Project Team is satisfied with the implementation they will give the Respondent approval to move to production.
Integration, Knowledge Transfer and Training Phase
The contractor will migrate the website to the production hosting environment agreed upon in the proposal stage. The Respondent will produce documentation that allows the UIS IT team to monitor and manage the solution including a maintenance and evolution strategy.
The contractor will then host a meeting with the UIS IT team to present the management documentation and do a knowledge transfer that ensures UIS staff are able to maintain and update content.
The new website is online and fully functioning.
The website must be online and functional for the duration of the consultation. The Respondent agrees to provide a warranty against programming bugs for a duration of 6 months following Go Live.
Security Support :
The Respondent will monitor the status of any security updates to the CMS core and 3rd Party Add-ons. If any arise, the Respondent will notify the UIS and ask for approval to apply the security updates.
If the UIS approves the application of these fixes then the Respondent will do so, and any issues that arise due to these updates will be fixed by the Respondent .
Core CMS and Component Support :
On 1st day of last month of the support schedule the Respondent will apply any core CMS updates and any 3rd party Add-on updates.
If any issues arise due to these updates, the Respondent will fix them.
Unplanned requests will be charged at an agreed upon hourly rate before the consultancy contract is signed.
