Company Overview

The UNESCO Institute for Statistics (UIS) is the official and trusted source of internationally comparable data on education, science, culture and communication.

As the official statistical agency of UNESCO, the UIS produces a wide range of indicators in UNESCO's fields of action by working with national statistical offices, line ministries and other statistical organizations.

The UNESCO Institute for Statistic's current UIS web presence does not meet the needs of the organization or its customers for the following reasons :

  • Content is too difficult, expensive and slow to update.
  • Technical Implementation is too complex, resource intensive and requires specialized expertise that is difficult to find in a competitive forum.
  • Target user segment needs are not being met.
  • This contract is for the design, development, training and support of a new website that will address these deficiencies.

    Tasks and Objectives :

The objective of this contract is to conceptualize and implement a new website for the UIS adhering to the following criteria :

  • The resulting website must be based on an easy to use CMS that can be administered by staff without in-depth technical knowledge.
  • The CMS must be as close to a stock installation as possible. All technical components must be used in their default configurations to the largest extent possible.

The use of 3rd part applications or plugins is discouraged and must be approved by UIS project stakeholders and factored into a monitoring, maintenance and evolution strategy.

  • Training and documentation will be provided to UIS staff so they can manage, update and maintain the website content and underlying infrastructure.
  • The website should be presented using a modern, simple and easy to use multilingual design. The theme used for the website must support mobile, tablet and desktop users.
  • The theme must also be customized to represent the UIS including logos and colors.

  • The resulting solution must be implemented using the current UIS Azure cloud based “Platform as a Service†(PaaS).
  • A backup / restore process will be designed and implemented and a UIS technical resource will be trained to execute the process.
  • A simple and efficient process to update, review and approve content changes will be designed and implemented.
  • A simple and efficient search strategy will be conceptualized and implemented.
  • A simple, efficient and cost effective technical architecture implementation and an accompanying development process strategy will be conceptualized and implemented.
  • An ongoing, iterative maintenance and evolution process will be conceptualized and implemented.
  • The UNESCO Institute for Statistics document assets will be migrated to an externally managed service integrated into the website search capabilities.
  • The current UIS news content will be migrated to the new website's news section.
