Major Responsibilities :

  • Implements detailed plans and recommends policies / procedures regarding program specific requirements.
  • Performs the function of lead investigator for workplace violence and harassment investigations for all the Branches and external complaints.
  • Liaises with Employee Relations and Human Rights office when required.

  • Investigates, coordinates, schedules and reports out on human rights and harassment complaints; Fraud and Waste complaints from the Auditor General's Office by researching and obtaining all documentation, scheduling meetings, writing interview questions, conducting interviews, writing all correspondence and investigative reports, developing recommendations and addressing compliance issues in a timely and efficient manner.
  • Obtains all documentation, organizes and conduct meetings, develops questions, develop recommendations and ensure compliance issues are addressed.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides leadership, advice and recommendations to management staff on a wide range of issues affecting PFR (PF&R) such as recommendations, divisional policies, operational issues, division-wide training initiatives, new project and policy implementations and labour relations.
  • Provides timely and accurate project management leadership, including research, analysis and document preparation on specific issues while ensuring effective teamwork and communication, high standards of work quality and organizational performance.
  • Attends arbitrations, mediations and grievance meetings with unions, explores settlement options, keeps records and documentations, and makes recommendations for grievance hearings, mediations and arbitrations on behalf of the division.
  • Ensures the quality and consistency of grievance hearings and responses through the development and implementation of consistent standards and procedures.

  • Provides support to PF&R in the preparation of information for Collective Bargaining. Coordinates information gathering, develops comparison library and monitors settlement trends.
  • Liaises with Finance, People & Equity, Legal and others to secure necessary information.

  • Performs the function of District Lead in the coordination of labour disruption contingency planning, including the authorization of staffing, scheduling, training and responsibilities for PF&R Division.
  • Represents the District at cluster meetings and City-wide briefings.

  • Provides leadership around the design, development and implementation of customized learning maps, training plans, training opportunities for staff, programs and communication strategies for branch and divisional training.
  • Represents the division on inter-divisional projects, committees, teams and at citywide meetings.
  • Liaises and prepares correspondence with other divisions, councillors, internal and external partners.
  • Works with management staff and representatives from other divisions to identify and resolve problems related to efficiency in the operations and establish processes and procedures in a cooperative and collaborative manner.
  • Researches and prepares reports, briefing notes and presentations for the division's senior management team, divisional meetings, mediation, arbitration, Council and Standing Committees.
  • Develops and maintains a monitoring system for issue tracking such as complaints, labour related issues, health and safety, staff training and project management.
  • Key Qualifications :

    Your application must describe your qualifications as they relate to :

  • Post-secondary education and / or the approved equivalent of education and / or experience in human resource services in a unionized environment.
  • Experience in a human resources function in a unionized environment.
  • Considerable experience investigating workplace violence and harassment complaints, labour relations issues including grievance proceedings, investigations and confidential labour relations matters.
  • Considerable experience conducting research, preparing reports, briefing notes and presentations for senior management, mediations, arbitrations and council.
  • Excellent verbal and written communication, presentation and human relations skills.
  • Ability to exercise discretion and judgement, and work independently and as a team lead or team member.
  • Ability to identify needs, and initiate, coordinate and manage investigations.
  • Highly developed analytical and problem-solving skills.
  • Knowledge of relevant provisions of the Occupational Health and Safety Act, the Human Rights Code, collective agreements, Workplace Safety and Insurance Act, and related legislation (e.
  • g. Employment Standards Act).

  • Proficiency in use of technology such as Microsoft applications.
  • Excellent organizational, analytical and multi-tasking skills with the ability to meet deadlines and assess priorities.
  • Ability to develop effective working relationships with team members, supervisors, divisional and corporate staff.
  • Ability to plan and organize appointments, meetings and interviews.
  • Ability to work flexible hours and under time constraints to meet deadlines.
