ATCOFrontec is currently bidding on the contract to operate and maintain the Goose BayCanadian Forces base.
ATCO Frontec is seeking a ProgramManager for the pursuit of the 5 Wing Goose Bay facility services contract. TheProgram Manager is responsible for the successful delivery of the Goose Bayproject.
They lead the operations team and will be the main interface betweenATCO Frontec and the client.

TheTown of Happy Valley-Goose Bay is a progressive community of about 8,000residents in the heart of Labrador at the western end of Lake Melville, a saltwater lake extending more than 200 kilometers inland from the Labrador Sea.
Adjacentto the town is Canadian Forces Base 5 Wing Goose Bay, which supports NorthAmerican Aerospace Defense Command (NORAD) operations for the projection of airpower on the north and northeast coasts of Canada.
It also conducts andsupports a wide variety of operations, including both joint and combinedtraining for the Canadian Armed Forces (CAF), our Allies and NORAD.
Overallaccountability for the successful delivery of the Goose Bay project.
Providesleadership and direction to staff in the implementation of work as defined inthe contract documents.
Ensures that all client and corporaterequired reports are reviewed and submitted, on schedule.
Oversees the Preventive Maintenance planand ensures the Computerized Work Management System (CMMS) is current andfunctioning, maintenance staff and subcontractors are completing inspectionsand reports, corrective maintenance work orders are being raised and completedin accordance with contract targets and the entire program is reviewed tocorrect / amend equipment lists and maintenance work routines.
Develops, nurtures andmaintains a healthy rapport with the client through regular, routine, formaland informal discussions, meetings, conversations and briefings on projectstatus.
Identifies changes incontract scope and manages the contract change orders and / or proposals toincrease / decrease contract scope and informs of same to the Senior Manager forappropriate pricing and verification.
Actively involved inthe contract Performance Assessment process by ensuring the KPI’s are met andfacilities are maintained at performance levels that exceed expectations.
Completes effectivehuman resources management and development including personnel recruitment(with HR), orientation, training, performance evaluations and discipline inaccordance with corporate policies.
Manages all stafftraining and certification requirements

15or more years of leadership experience in a similar industry
A minimum of 10 years ofexperience supervising personnel, in an infrastructure or industrial maintenanceand / or construction environment on contracts preferred.
Thesuccessful candidate will require a university degree in Engineering,Construction Management, or Business Management.
PMPcertification is an asset.
Must be a self-starter with an excellentwork ethic who is able to ensure superior customer service.
Must have superb communication andpresentation skills with first-class inter-personal and organizational skills.
Strong ability to lead the collaborativeefforts of many organizations in order to meet the contract requirements.
Experience with contract / subcontractnegotiations, approvals, financial arrangements and contractualinformation.
Experienced in project management,project estimating, pricing and budget / planning and business accountingstandards of practice.
Experienced with a computerizedmaintenance management system (CMMS) and the concepts of preventive, predictiveand corrective maintenance.
Previous experience with emergencyresponse, including hazardous materials response including containment andclean-up.
Knowledge of provincial governmenthealth, safety and environmental, labour, building,electrical, plumbing codes and regulations as well as the TSSA, ESA andBI&I agencies, NFPA and NFC, etc.
Previous experience working for or withthe military is considered an asset.
Working knowledge of Microsoft Word,Excel, Power Point and Outlook are essential.
