We are looking for a Project Head of Utilities for the Project Company Project Co , who will manage and direct all matters related to the Utility Work on a large mega rail project.
The Head of Utilities will manage temporary and permanent utility relocation (both wet and dry utilities), utility scope definition, risk, budget, and execution.
Design and construction of Utilities and services, drainage, site restoration.
Manage project progress, analyze current and future work activities.
Identify deficiencies and opportunities for efficiencies.
Manage interface works between several aspects of the project with relation to utility relocation and stakeholder management.
Monitor project safety to decrease risk, ensure compliance with policies and procedures, and initiate improvements, resolutions and / or preventative measures.
Merge corporate requirements into projects, including technical design, environmental assessment conditions, community, and municipal commitments;
analyze potential conflicts, delays or issues resulting from integration of corporate requirements with overall project plan.
Manage relationships with external consultants, contractors, and vendors to ensure performance and products / services meet contractual agreements;
conducts regular site meetings to discuss progress and resolve issues.
Ensure that project work is properly followed in accordance with railway operating rules
Maintains liaison with appropriate Federal agencies.
Establishes standards, plans, schedules, and procedures for expanding, operating, and maintaining the City's Public Utility Infrastructure.
Appraises adequacy of facilities and develops plans and priorities for modification and extensions; evaluates soundness and efficiency of operations;
supervises the installation of improvements; and develops work programs and budgetary estimates.
Continuously update the defined stakeholders for all projects, update service delivery types, and work to serve their needs.
Hire, assign, supervise, and evaluate department heads, managers, and staff.
Ensures all reports and deadlines are adhered to and department activities comply with regulating entities’ rules and regulations for all departments.
Required Knowledge and Experience
Post-secondary education in civil engineering or a related field preferred.
15 years of relevant experience; utility construction management.
10 years’ experience leading and managing related heavy rail utility construction programs.
5 years of on-site supervision of utility construction, with experience working for a self-performing general contractor in Canada is an asset.
In-depth knowledge of civil engineering principles, methods and practices for the design and construction of Utilities and services, drainage, site restoration, including general familiarity with track and roadway engineering for heavy rail transit projects.
Knowledge of the project management process including an understanding of the need to manage resources and schedule.
Strong knowledge of Applicable Law related to heavy rail and municipal utility relocations.
Demonstrated knowledge of construction methods and procedures.
Extensive and relevant engineering design and construction experience where detailed drawings and specifications specific to Utility design are produced.
Proven project management skills, risk analysis skills and the ability to coordinate complex engineering issues in a fast paced, schedule driven and multi-agency project environment.
Sound judgement and excellent organizational, analytical, problem solving, interpersonal, verbal communication and technical report writing skills.
In-depth knowledge of Utility engineering principles, methods and practices for the design and construction of wet and dry Utilities.
Proven ability to build effective teams and foster a culture of teamwork and collaboration.
