Job Summary

The Manager, Transcona Engineering Facilities is responsible for overseeing CN’s Railyard manufacturing facility in Winnipeg including managing overall safety, finished product quality, production, and financial performance.

The position leads a culture of safety, controls the production of materials, and supports CN capital programs and production schedules.

The incumbent manages a team of both unionized and non-unionized personnel.

Main Responsibilities

Safety 20%

  • Ensure continuous safety improvement
  • Drive identification and mitigation of hazards
  • Engage with employees to ensure safety compliance and development of best safety practices
  • Support local Health and Safety (H&S) committee
  • Participate in job briefings, safety engagements, and safety meetings
  • Quality 20%

  • Develop and implement a robust quality assurance process
  • Lead and oversee quality of all finished goods, including turnouts, Continuous Welded Rail, and insulated glued joints
  • Oversee regular product and material testing
  • Production 20%

  • Collaborate with CN partners to ensure production levels meet capital installation schedule
  • Identify and drive improvements in efficiency and production rates
  • Reduce production risk exposure through preventative equipment maintenance
  • Financial 20%

  • Ensure operations perform within budget constraints
  • Drive continuous improvement of product unit cost
  • Identify capital investments in railyard infrastructure and technology
  • Lead efforts to identify opportunities, improve processes and measure financial results through continuous improvements
  • People 20%

  • Oversee and develop Management and unionized workforce
  • Develop strategies that improve operating efficiencies, labour effectiveness and team members’ technical development
  • Oversee Labour Relations (LR) processes including investigations, grievances, attendance management, and handling employee issues
  • Increase employee engagement
  • Build skills required to monitor performance and analyze data to reveal valuable business insights
  • Working Conditions

    The role is partially conducted in an office environment, with a regular workweek from Monday to Friday, as well as in the field and shops, in various types of weather and environmental conditions.

    The incumbent must be available to work weekends when necessary. The position requires being available on-call 24 / 7 to respond to critical incidences and railway disruptions.

    Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and manage stress. The role requires minimal travel (10%) across North America.


    Relevant Work Experience

  • Minimum 5 years of experience in a related field
  • oMinimal of 3 years experience leading and supervising personnel

    oExperience in rail industry

    oExperience in manufacturing and quality control*

    oExperience in welding*

  • Any experience for these above would be considered as an asset
  • Education / Certification / Designation

  • Bachelor’s Degree in Engineering or Business
  • Certification as a Project Management Professional (PMP)*
  • Certification in Professional Engineering (P.Eng)*

    Decision Making & Impacts

    The Manager, Transcona Engineering Facilities autonomously prioritizes repair and contract work at the facility including maintenance shutdowns, material prioritization, manufacturing schedule, discipline decisions, and safety compliance.

    The position answers any internal and external questions regarding these initiatives. The role acts independently with minimal approval and direction from the Assistant Chief, Engineering.

    The incumbent makes autonomous decisions concerning safety and regulation compliance, and implements plans related to maintenance shut down.

    The role impacts production gangs in the field and CN as a whole when production fails to meet the schedule.

    Level of Interaction / Influence

    The Manager, Transcona Engineering Facilities interacts with individuals internal and external to CN. Within the organization, the incumbent liaises with Senior Managers, Production Engineering, Assistant Chief, Engineering, Transportation Superintendents, Senior Managers Engineering, Managers Track Quality, Senior Manager Engineering Supply Chain, Business and Network Operations, Mechanical, and Procurement & Supply Management.

    Outside of CN, the role communicates with CN partners, Rail suppliers, Trackwork manufacturers, Industry Groups, including The American Railway Engineering and Maintenance-of-Way Association (AREMA), Material Labs, and Outside contractors.

    Employees Supervised / Organizational Structure

    The Manager, Transcona Engineering Facilities reports to the Assistant Chief, Engineering. The role requires direct supervision of 4 non-unionized Management employees, and indirect supervision of approximately 65 unionized employees.
