We have built more than 80% ofCanada’s current combatant fleet and continue to perform maintenance andmodernization work on the ships, including the Halifax-class frigates.

The Fleet Introduction Manager will be responsible for operational and engineering activities, and administrative services in support of the introduction into service of the Canadian Surface Combatant (CSC).

The Fleet Introduction Manager will report to the Director, Combat Systems Integration. This is a permanent, full-time role based in Halifax Regional Municipality, Nova Scotia.

The primary language of work is English.

Key Responsibilities :

  • Responsible for the review and approval of technical and planning documents and other products relating to the CSC Engineering Team(s) areas of responsibility
  • Sponsor, Chair and / or coordinate Integrated Product Team(s) and Working Groups developing the operational solution for CSC.
  • Manage sub-contractor and Royal Canadian Navy inputs to the CSC operation and Fleet Introduction solutions.
  • Provide advice and assistance in preparing the appropriate administrative products required to support crew certification, readiness examinations incidental to commissioning / initial fleet service.
  • Coordinate the scheduling, planning and conduct of Fleet Introduction activities in support of capability & program milestones
  • Support the Combat and Platform delivery and Supportability Engineering organizations with the development of Training Management Plans (TMP), Training Needs Analysis (TNA), Training Media Analysis (TMA) and provide advice on training solutions in support of fleet introduction of the Canadian Surface Combatant.
  • Assist upper management in making, sound sustainability decisions in all phases of the ship acquisition lifecycle
  • Develop and implement policies, procedures and work instructions for engineering and technical work
  • Lead, manage and coordinate the efforts of multiple Engineering Teams engaged in planning, coordinating and executing Fleet introduction activities
  • Interview, hire and manage personnel, including performance and career management
  • Manage CSC Engineering Team(s) staff, processes, procedures, budgets & resourcing
  • Coordinate and participate in discussions with client and subcontractor(s)
  • Develop and foster client and subcontractor(s) relationships
  • Manage risk items relating to the CSC Engineering Team(s) areas of responsibility, including identification and risk mitigation planning, and management of risk responses
  • Plan, manage and report on budgets, schedule and progress within the Earned Value Management (EVM) environment
  • Successful Candidate will possess the following qualifications :

  • Education Required :
  • Bachelor’s Degree in relevant discipline
  • Years of Experience Required :
  • Ten plus years of experience related to the operation of RCNships
  • Five plus years of experience related to the forcegeneration of RCN ships and personnel
  • Experience working in introductionto service in a military procurement program
  • Strong communication and personaltime management skills
  • Ability to communicate effectivelyand persuasively in English, both orally and in writing
  • Strong knowledge of Microsoft Office
  • Successful Candidate is desired to possess the followingqualifications :

  • Education Desired :
  • P. Eng, MBA, or PMP considered to bea strong asset
  • Experience with design andconstruction projects involving international partnerships
  • Experience managing largesubcontractor organizations to deliver on budget and schedule
  • Experience with Enterprise ResourcePlanning (ERP) systems and scheduling software
  • Knowledge of a shipyard productionenvironment
  • Strong Technical skills andfamiliarity with naval technical terminology
  • Experience in Integrated LogisticsSupport
  • Experience with certification andaccreditation of Naval Systems
