Reporting to the Director, HR Business Services, the Manager, Employment, Payroll and Benefits is an experienced dynamic leader responsible for the transformation and delivery of exemplary customer-focused human resources services including interpreting and administering the terms and conditions for collective agreements, payroll, benefit and pension services affecting more than 30,000 individuals annually.
The HR Business Services team manages the practices and policies that affect the appointments, employment, compensation and benefits of staff, faculty, academic colleagues, visitors, postdoctoral fellows, and students.
The Manager provides strategic leadership, direction, team management and delivery of employment, payroll and benefit services to the entire University community.
The Manager leads and inspires a team of professionals and administrative process experts to effectively manage the life-cycle of an employee from initial hire to termination or retirement.
As a strategic and customer focused leader, the Manager continually implements business process improvement, while ensuring the effective and timely delivery of HR transactional services.
The Manager is responsible for identifying strategies and providing input to policies, procedures, and operational guidelines and to ensure effective and efficient cross functional customer service.
The successful incumbent requires sound and comprehensive knowledge and skills to assure that the University complies with federal and provincial statutes, employment standards, collective agreements, plan and benefit guidelines along with a multitude of other processes, practices and precedents.
Accountabilities include :
Operates as a member of the HR leadership team responsible for the development, implementation and timely delivery of strategic HR direction and exemplary customer service.
ensures that all staff consistently follow standardized processes and methods to achieve expected results.
Manages the day-today operation of the University's complex payroll, benefit and pension services exceeding $1B annually.
Provides leadership, training, coaching and mentoring to a team of over 27 staff.
Demonstrates an exemplary customer service philosophy and strategy to collect and evaluate customer feedback, monitor programs, services and processes and implement continuous improvements to increase efficiency and effectiveness
work with third party providers, agencies and partners towards problem resolution.
Provides consultation and advice on interpretation of benefit / pension policies, collective agreement, applicable legislative and tax issues.
Supports collective bargaining teams during agreement negotiations by actively participating in the review, evaluation and decisions regarding bargaining proposals within all agreements.
Fosters and maintains collaborative relationships and partnerships with other HR units, departments, faculties, service providers and vendors to ensure that administrative, payroll and benefit practices, processes, plans and policies are appropriate, relevant and effective in meeting the needs of the University.
The ideal candidate is a seasoned Payroll, Benefits & Business Services professional with a strong customer focus, and brings 10+ years of progressive experience in a large complex unionized employment environment managing employee, payroll and benefits service delivery, preferably in a post-secondary or public sector environment.
Additional qualifications include :
Completion of a related University degree or diploma along with extensive experience in managing payroll, benefit and pension services
A Certified Payroll Manager (CPM) is strongly preferred
A Certified Employee Benefits Specialist (CEBS), Pension Plan Administration Certificate (PPAC) or equivalent designation(s) would be an asset
Extensive knowledge of Canadian and Alberta employment legislation, Human Rights, Canadian income tax regulations, Record of Employment (ROE) legislation, Employment Standards, WCB, Employment Pension Plans Act and other relevant Canadian legislation
Extensive experience working with defined benefit and defined contribution pension plans
Ability to work in a dynamic environment with a flexible mindset, calm under pressure and with time-sensitive deadlines
Ability to clearly define and articulate requirements, priorities, impacts, and solutions
Demonstrated ability to communicate complex and technical information to various audiences, including the explanation of new processes, changes in legislation and reporting on data
Strong research, analytical, problem-solving, strategic thinking and planning skills are necessary
Demonstrated belief in customer service excellence
Excellent interpersonal skills and the ability to work collaboratively and diplomatically with all others, achieving high quality results in difficult and challenging circumstances
Excellent written and verbal communication, attention to detail and high level multi-tasking abilities are a must
Demonstrated leadership / management skills and the ability to make strategic independent decisions and apply sound judgment
Embraces change and is highly adaptable to new challenges and opportunities
Experience with PeopleSoft HCM (Human Resources, Benefits & Payroll for North America) is highly desirable
