Job Description

The Proposal Manager is responsible for design-development, pre-construction planning and proposal submissions for Horizon North Modular Solutions.

Typical projects are multi-unit residential buildings such as, apartment buildings, affordable housing, seniors housing and multi-storey hotels.

Average project value $15MM with annual department revenues of + / - $200MM.

This position is a key member of the Proposal Department and reports to the Director, Proposal Development. The position works in a collaborative environment and provides coordination with internal departments including Sales, Design, Manufacturing, Transport, Project Execution, Estimating, Finance and Legal.

The Proposal Manager oversees the initiation, planning, processing and monitoring and reporting of pre-construction activities, with an emphasis on scope, budget and schedule controls.

Pre construction activities can include either design-build or formal bid submissions.

This position is eligible for relocation assistance to any candidates living outside of the Kamloops area.

Duties and Responsibilities

  • Evaluate bid opportunities and identify bid strategies;
  • Develop and maintain a Proposal Charter;
  • Coordinate proposal deliverables, assign responsibilities, schedule and overall coordination of an assigned Proposal Team;
  • Provide coordinated input to Design department in the development of the drawings, specifications and alternative construction methods;
  • Provide coordinated input to the Project Execution department on project schedule, scopes of work, constructability and value engineering;
  • Attend client meetings and / or site meetings as required;
  • Overall organization and completion of the proposal documentation;
  • Provide consideration and input on project risk and contractual terms;
  • Coordinate cost reviews and internal approvals;
  • Assistance as needed during bid clarifications and contract negotiations;
  • Develop Project Charter upon award of project and coordinate for successful transition to Project Execution department;
  • Develop and maintain a historical database of proposal templates, vendor databases, reference terms, etc;
  • Perform other related duties incidental to the work described herein.
  • Qualifications

  • Construction / engineering degree or equivalent combinations of technical training and / or related experience.
  • 5+ years’ experience in similar position, project management or contract management.
  • Advanced management or technical training preferred.
  • Previous experience with bid documents, building specifications and blueprints.
  • Previous experience with all phases of the proposal development cycle.
  • Previous experience in modular construction an asset, but not required.
  • Proven mathematical and analytical skills.
  • Superior written and oral communication.
  • Strong organizational, time-management and decision-making skills.
  • Ability to assume responsibility and to interface and communicate effectively with others, have strong interpersonal skills and be self-motivated.
  • Ability to analyze projects and develop solutions.
  • Ability to manage a fluctuating workload and set priorities to meet deadlines.
  • Proven ability to develop effective working relationships with management, co-workers, clients and external contacts.
  • High level of integrity and work ethic.
  • Working Conditions

  • Office environment with a flexible work schedule, potentially requiring work on evenings and weekends. Trained, as necessary, in required safety protocols.
  • Occasional travel is required.
