Facilities Contract Management Branch (FCM) manages key facilities Alternative Service Delivery (ASD) contracts for the Province of British Columbia.

FCM provides corporate leadership and expert knowledge on contract management; develops the division’s knowledge base for contract management, audit performance and facilitates interactions between service providers, the division and our clients.

FCM provides ongoing performance monitoring and management of contracts for the provision of facility management services which have been outsourced to private sector service providers.

FCM’s focus is on relationship management and the interpretation, administration and management of contracts to ensure all parties receive the benefits of the terms and conditions.

Staff work directly with clients (other Ministries), CBRE Limited, BGIS-WSI, P3 partners, and other RPD (Real Property Division) branches and departments.

FCM provides expert facility contract knowledge to define or clarify roles and responsibilities across the division. Where possible, business processes and procedures are integrated and streamlined to save costs.

Reporting to the Director, Operations, the Senior Manager, Contract Integration and Performance is an operations and relationship management specialist tasked with managing the overall business and contractual relationship between RPD, Service Providers and the Province’s clients.

By developing and utilizing auditing and monitoring programs, the position effectively resolves complex issues ensuring clarity of processes to continuously improve customer satisfaction through delivery of facilities maintenance (FM) services.

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below :

  • A degree in a related field, such as Business Administration, Public Administration, Contract Management, or Financial Management.
  • An equivalent combination of education and experience may also be considered.

  • Minimum of three (3) year’s related experience (e.g. contract management, financial management, stakeholder relations, public and / or business administration).
  • Preference may be given to applicants with 5 or more years’ experience.

  • Minimum three (3) year’s experience monitoring the provision of outsourced service providers, including contract performance evaluation and conflict resolution.
  • Preference may be given to applicants with 5 or more years’ experience.

  • Experience establishing collaborative relationships with multiple stakeholder groups including executives and leading organizational change associated with outsourcing.
  • Experience identifying and understanding business issues, processes and outcomes, and business implications of decisions that impact contracts with outsourced Service Providers.
  • Experience in monitoring, building and sustaining solid customer / supplier / service provider / vendor relations.
  • Experience working under strict timelines, balancing conflicting priorities and meeting shifting demands to support senior management and executive.
  • Experience leading and facilitating teams, and monitoring, measuring and reporting outcomes to support organizational priorities.
  • Experience in the supervision of multi-disciplinary staff.
  • Preference may be given to applicants with one or more of the following :

  • Preference may be given to applicants who have experience in facility contract management.
  • Preference may be given to applicants who have experience in public private partnerships.

  • Valid B.C. driver’s license.
