Job Responsibilities :

Reportingdirectlytothe DirectorofOperationsClient Services. TheSeniorTrackManager will haveoverall responsibility for the day to day management of track and right of way maintenance of theGO Transit contract as well as the Capital and industrial maintenance activities.

The senior managerwill coordinateand managetheachievementsofmaintenanceandCapitalprojectsoutcomeson-time, withinbudget,andcompliantwithincompanyandlegislativerequirementsutilizingtheresources of the Client Services Division.

The Senior Track Manager will also be responsible for the PNRRailWorks safety and quality assurance programs for all GO maintenance work and projects bothwithin Go Transit and additional customers.

This position will be expected to establish andmaintainrelationships and contact with GO Transit Corporate and other customers as required.

The SeniorTrack ManagerwillalsokeepGOTransitdepartmentsbriefedregularlyonmaintenanceactivitiesandanyemerging issues that require special attention and work with and through PNR RailWorks Track andCapitalManagers.

The Senior Track Managerwillworkcloselywith theDirectorsofClientServices,and the customers in providing recommendations for adjusting manpower / staffing levels necessarytoaccommodate the customers work program and assist in the development of capital program and production planning activities fortrack.

Primary / Essential Responsibilities and Duties

  • Primary point of contact with the customer and responsible for management of the client relationship and contract.
  • Plans, monitors and coordinates maintenance and capital activities, ensuring safe, cost effective, and high quality performance.
  • Provides leadership and oversight to all maintenance and capital efforts to ensure that all activities are completed within budget and on schedule.
  • Assist in the overall supervision and assignment of responsibilities to the maintenance and capital teams, including superintendents and project coordinators assigned to maintenance work.
  • Evaluates the efficiency and effectiveness of track inspection and track crews, including adherence to work plans and budgets, performance, quality and safety, to ensure objectives are achieved.
  • Investigates and diagnoses track failures, difficult maintenance problems and critical safety issues, and renders corrective actions in a timely manner.
  • Recommends improvement in work methods and techniques to correct maintenance and capital construction deficiencies.

  • Serves as a liaison in communicating with the client and other key stakeholders, and will be an ambassador of the company both internally and externally.
  • Makes recommendations regarding the establishment of policies and procedures for programs affecting safety and operational effectiveness.
  • Managing budgets, including forecasting, monitoring variances / expenditures, and reporting
  • Assists in the development and implementation of procedures within broad policies of the PNR Railworks-Client Services Division and any customers we work with.
  • Working in conjunction with the Track and Signal Managers, analyze inspection data collected and other relevant information to develop a comprehensive preventive maintenance program, and provide input and recommendations to the customer to assist in the development of program maintenance and their capital program.
  • Presents monthly status reporting for review to the Director of Operations.
  • Attend monthly customer meetings and other meetings as the PNR Railworks-Client Services Division representative.
  • Job Qualifications :

    Undergraduate degree in a related field or engineering discipline and / or similar college education or work experience.

  • 10 to 15 years of experience of track construction, maintenance and repair.
  • Experience maintaining Class 4 / 5 track preferred.
  • Demonstrated success managing client relations and large contracts.
  • Current CROR certification.
  • Experience in a maintenance contract and / or project management in a multi-disciplined environment is preferred.
  • Requires an expert knowledge of current railway best practices, along with an expert knowledge of project management principles and practices, including conceptual planning with current scheduling and expenditure analyses systems.
  • Must have an expert knowledge of construction / maintenance techniques and practices, contract administration, construction inspection, the Construction Lien Act, the OHRC, and the Ontario Health & Safety Act.
  • Proficiency utilizing common business and construction applications such as Microsoft Office products, Hard Dollar, and JD Edwards software
  • Physical / Travel / Attendance Requirements

    Generally based in an office environment with occasional site visits required to customer asset locations to work with internal work groups, external agencies, contractors, consultants.

  • Work is in and around live track (trains)
  • Exposure to outdoor sites in all weather conditions
  • Exposed to loud noise.
  • Must be available as required on a 7x24 basis.
