Role :

Under the administration of the CP140 OWSS Deputy Program Manager in Gatineau, as a Project Manager your main responsibility will be to provide on-site project management support services to the Project Management Office (PMO) CP140 Aurora Incremental Modernization Program (AIMP).

You will prepare and complete deliverables by following internal practices such as project management methodology and applicable regulations, standards and procedures.

In addition, your role will be to provide project control functions, risk management, prepare monthly briefings and reports and maintain liaison with the OWSS Program for the transition of the Block IV systems to in-service support.

Responsibilities :

The main responsibility of the Project Manager is to implement the recognized project management methods to ensure that the objectives are met in terms of quality, cost, and deadlines. More specifically :

  • Initiate projects and authorize work.This includes obtaining the necessary documentation from the client and the approvals from the business review committee;
  • Plan projects, including the development and the submission of a proposed project plan;
  • Responsible for activities identification, development of the master schedule and the overall budget of the project and authorize the beginning of efforts;
  • Monitor and control schedule milestones and budget. Validate estimates with contractual deliverables, communicate progress results, project status, scope changes, costs and schedule to clients and internal contributor;
  • Influence the organization to reach the results and to maintain client's satisfaction;
  • Monitor on a regular basis all projects - assess general performance through the project management principles as per PMBOK (Project Management Book Of Knowledge) and assess schedule and budget variances;
  • Monitor Corrective Action Plans to ensure the success of the projects;
  • Prepare proposals;
  • Conduct Risk Management - identify new risk elements, evaluate potential impacts and develop a mitigation plan;
  • Prepare and execute the Communication Plan. Includes applying efficient communication practices to ensure the internal contributors are informed of the development of the project and that the project team operates efficiently inside the organization;
  • Prepare, document and communicate the projects status to stakeholders through weekly / monthly reports and Project Review Meetings (PRMs);
  • Lead and facilitate internal project team meetings and work sessions;
  • Coordinate, plan and analyze resource demand and capacity;
  • Ensure problem resolution and manage potential conflicts;
  • Manage projects interfaces (inputs and outputs);
  • Close ou projects, including post mortem preparation.

    PMO Aurora Project Management Support :

  • Provide project control for the Aurora Incremental Modernization Project (AIMP), Aurora Structural Life Extension Project (ASLEP) and Overland Equipment Mission Suite (OEMS) Major Capital Projects (MCP);
  • Liaise with L-3 Harris MAS regarding AIMP Block IV Equipment and Support Service transfer and report transfer status via the Block IV ILS Transition Roadmap;
  • Conduct MCP closeout activities IAW the Project Approval Directive (PAD);
  • Provide project risk management support;
  • Track and report the status of MCPs via monthly MCP(IOC) Quad Charts;
  • Maintain the MCP Record Files;
  • Prepare Senior Review Board (SRB) briefing packages;
  • Review SRB Records of Decision (ROD) and provide amendment inputs;
  • Maintain the Defence Services Program Portal (DSPP) documentation;
  • Attend and coordinate CP140 Section Head, Monthly Operational Sustainment Readiness Review (MOSRR), and CP140 Test & Evaluation Co-ordination, AIMP Block IV Equipment and Support Service Transfer meetings on behalf of the CP140 PMO PCO;
  • Maintain and assess project schedules and respective project risks based on inputs from project stakeholders;
  • Coordinate Government Furnished Equipment (GFE), Director Quality Assurance (DQA), and Controlled Technology Access and Transfer (CTAT) transfers.

  • Conduct project closures and lessons learned;
  • Occasional travel in support of program activities required;
  • Promote the Continuous Improvement Culture.

    Profile :

  • Bachelor degree in Engineering or College degree in a technical subject combined with a minimum of 5 years’ experience;
  • Minimum of 4 years’ experience in project management or project coordination;
  • PMP Accreditation from the Project Management Institute (PMI) required;
  • Excellent communication skills, written and oral, in English (Bilingual French / English would be an asset);
  • Experience in an aerospace and defence environment;
  • Be results oriented;
  • Be autonomous, strong initiative, reliable and have judgment skills.
  • Additional orpreferred skills requirements include :

    Knowledgeof Government of Canada Procurement Policy and Regulations.

    Astrong sense of urgency and the ability to deliver high quality work on aconsistent basis in a deadline-driven environment.

    IntermediateMS Office skills in Excel (pivot tables, VLOOKUP, etc.), PowerPoint, Project,Viso and Word.

    Abilityto : organize and prioritize assignments, analyze a problem and recommend / implement solutions, work multiple tasks and deal with competing priorities,work independently in a fast-paced team environment, work well under pressure,be flexible and accept change.

    Understandingof Intellectual Property ownership, rights to use and compliance.

    Demonstratedworking knowledge of Systems, Applications and Processes (SAP), or other ERPsystems.

    WORKENVIRONMENT

    Workswithin a diverse environment with a broad group of people in office and plantsurroundings. Must be eligible for International Trafficin Arms Regulations (ITAR) and Controlled Goods Regulations Program (CGRP)government clearances
