Title : Technical System Analyst

Contract Duration : 7 Months to start with possible extension up to 2 years

Project Description :

The importance of both mobile cellular-enabled devices and a secure, encrypted clinical messaging and alerting solution in health care are increasing.

Our health client is seeing a steady rise in both the number of mobile devices and demand for their usage for business and clinical applications as well as the need to implement a secure and encrypted messaging and alerting solution via mobile devices.

The Secure Alerting and Messaging project will replace pagers across VPP with a mobile device application supporting secure and encrypted alerting and two-

way messaging. It will introduce immediate workflow efficiencies across the clinical business areas as well across the VPP Switchboards through the integration of the existing messaging and on-call scheduling systems.

The project encompasses planning, designing, analyzing, building, and implementing the mobile messaging and paging solution and associated back end supporting infrastructure.

We are looking for a System Analyst for the secure alerting and messaging project; the System Analyst will take a lead role in the following aspects : analysis and gathering of technical and business requirements, analysis and documentation of all applicable business processes and workflows, planning and coordination of the end to end functional testing and system to system interface testing, planning and coordinating the overall migration strategy (to migrate existing paging users over to the new system), and act as a liaison between all involved technical teams (networks & connectivity team, security team, integration teams, and 3rd party vendors of COTS software

Services Required :

  • Responsibility for liaising with vendors and internal technical teams on design, planning, and delivery of technical aspects of the secure alerting and messaging solution.
  • Responsible for liaising with the business stakeholders, ensuring that the technical solution meets the needs of the business.
  • Acts as primary contact for all parties involved in the technical solution planning, solutions design, system configuration, system integration, deployment modelling, and operational support planning.
  • Gather, analyze, & provide recommendations on technical requirements as needed. Ensures that the system as design satisfies the requirements.
  • Develop design data flow charts and workflow diagrams for all impacted processes.
  • Accountable for driving towards an effective technical solution and in the process driving all technical issues through to closure.
  • Drafts technical, operations, and project documentation as needed
  • Coordinate with infrastructure, operations departments, security and IT architecture teams as required.
  • Assist all business partners, including vendors with the analysis of changes to requirements and provide support as needed (change management).
  • Specific Qualifications or Experience Required :

    A level of education, training, and experience equivalent necessary to lead technical requirement, planning, design, and implementation efforts across the full spectrum of enterprise mobility services for VPP

  • Experience working as a Business Analyst and / or experience documenting clinical business workflows, business process and data workflows.
  • Experience working as a Technical Analyst, analyzing and documenting technical and / or non-functional requirements.
  • Experience in commissioning systems and leading acceptance testing.
  • Previous experience working with IT Security and Privacy teams, ensuring compliance to the security requirements and privacy policies.
  • Experience with Mobile Device Management (VMWare AirWatch preferred) software, mobile device administration, configuration, and management, mobile applications, and iOS / Android platforms preferably in a large, enterprise environment ideal
  • Experience creating as-built documentation which unambiguously documents what was built and how it was configured.
  • Experience with Microsoft Server troubleshooting and performance management in a multi-server environment would be an asset.
  • Experience with system integrations that involve data mapping & data transformations.
  • Detailed knowledge of design and deployment best practices for a Microsoft environment is preferred.
  • Experience working with Health Authority infrastructure is preferred.
  • Analytical, problem solver, data-driven, when in doubt errs on the side of initiative
  • Computer Science / Engineering / Technical degree or equivalent work experience
  • Strong communication skill, ability to translate technical to non-technical audiences
  • Proven success in delivering integrated solution architectures
  • Works independently and part of a multi-disciplinary team
