Chief Administrative Officer Our client, the Municipality of Russell Binscarth is seeking a Chief Administrative Officer to lead their administrative, financial, and human resource programs and initiatives.

The Municipality of Russell Binscarth is made up of both rural and urban centres and is an excellent place to call home.

Located on the Western side of Manitoba bordering the Province of Saskatchewan, this newly amalgamated Municipality is home to nearly 2500 people.

Russell Binscarth boasts a unique combination of agriculture, industrial, and commercial industries that provide a strong economic base for the area.

The Municipality also has substantial recreational assets, as well as prominent health care and education facilities which provide a significant quality of life.

The Chief Administrative Officer (CAO) is the administrative head of the municipality and, under the direction of the Council, oversees the implementation and delivery of programs and services to all residents and ratepayers in a manner that makes the most efficient and effective use of the human, financial and physical resources of the municipality.

This role will also be the principal advisor to Council and is responsible for ensuring that Council is informed on their legislative responsibilities and authority as well as any other relevant information necessary to make an informed decision on a municipal matter.

As the successful candidate, you have leadership experience in a municipal setting that includes an in-depth understanding and ability to interpret policies as well as the ability to effectively communicate the intent of all policies to citizens, clients and personnel.

SKILLS & QUALIFICATIONS.A minimum of 5 years of experience in a Senior Management Position.Graduate from the University of Manitoba -

Manitoba Municipal Administration Program (or willingness to enroll).CMMA Designation or equivalent.Highly knowledgeable in municipal administration.

Excellent interpersonal and relationship building skills.Strong presentation, communication and organizational skills.Excellent analytical, research, organizational skills & problem solving skills.

Ability to deal with other levels of government including Federal, Provincial and other Municipalities.Able to initiate, sponsor and implement organizational change .

Ability to work cooperatively with others to produce innovative solutions
