Duties

Below you will find the main duties and responsibilities you would have the chance to assume!

  • Administers the operation of the Research Data Centre (RDC) for its clients and ensures
  • that the activity is consistent with Statistics Act. This includes activities such as assisting

    researchers with project preparation, administering RDC access (security checks and contracts), orientating new researchers into the RDC secure computing environment and liaising with the program management.

  • Responsible for maintaining the integrity of the secure computing environment by ensuring that physical, technical and legal requirements for the operation of an RDC are within standards used by Statistics Canada.
  • This would include assigning tasks to local IT staff as required.

  • Coordinates and participates in consultations, meetings, committees or working groups.
  • Provides consultation on research methods and data concepts to the RDC researchers in a client service oriented environment while fostering a culture of confidentiality.
  • Analyzes all interim and final research outputs that leave the RDC to ensure that they respect Statistics Canada’s confidentiality protection requirements.
  • Maintains a liaison between the RDC network and Subject Matter Areas responsible for the Statistics Canada household surveys or administrative data.
  • Participates in various program wide projects which include a range of activities, such as
  • recommending, documenting, developing and providing advice based on areas of specialization such as confidentiality vetting, use of administrative data, and survey data concepts and methodology.

  • May have to supervise local and / or other RDC staff.

    Intent of the process

    The intent of this selection process is to staff part-time determinate positions with the

    possibility of extension, indeterminate positions and / or full-time positions. A pool of qualified candidates will also be established and may be used to staff identical or similar positions with different tenures, various linguistic profiles, and various security profiles at various Research Data Centres across Canada.

    EDUCATION

    Graduation with a Master degree* or a PhD from a recognized university with an acceptable specialization in Economics, Sociology or Statistics.

    An acceptable combination of education, training and / or relevant experience in a health-related field of study such as epidemiology, health sciences or health services research, or in a social-

    related field such as psychology, geography or demography.

  • Alternative to the Master degree, we accept :
  • candidates that are currently enrolled in a PhD Direct-Entry Program and has completed Master degree level requirements or PhD course work and comprehensive exams; OR
  • candidates that have completed all of the program requires sufficient for graduation (confirmation from the university will be required).

    EXPERIENCE

    EX1. Experience using census data, administrative data or complex surveys, such as but not limited to the Statistics Canada Household Survey data.

    EX2. Experience conducting advanced quantitative analyses at the level taught in graduate-level statistics courses.

    EX3. Experience in the use of Statistical Analysis System (SAS), Statistical Package for Social Sciences (SPSS) or STATA, in the conduct of a social science research project.

    EX4. Experience in making presentations to client groups, peer groups or scientific meetings, such as presenting research findings at a conference or teaching a class.

    ASSET - EDUCATION

    AEd1. Graduation with a Master level degree from a recognized university.

    AEd2. Graduation with a Ph.D. from a recognized university.

    Other education assets may be used as needs arise.

    ASSET - EXPERIENCE

    AEX1. Experience with Statistics Canada's Research Data Centres Program.

    AEX2. Significant* experience using individual or household census data, administrative data, or complex surveys, such as but not limited to the Statistics Canada Household Survey data.

    AEX3. Significant* experience using business, organizational survey or administrative data, such as but not limited to Statistics Canada Business Microdata.

    AEX4. Significant* experience in the use of SAS, SPSS or STATA, in the conduct of a social science research project.

    AEX5. Experience using Statistics Canada microdata.

    AEX6. Experience working with confidential or sensitive statistical information.

    AEX7. Experience supervising employees, including the responsibility of their work objectives.

    AEX8. Experience screening or vetting statistical output for confidentiality and data protection.

    AEX9. Experience with administrative procedures and handling legal documents (for example, that are related to access to secure work space), with an emphasis on details and organizational skills.

    AEX10. Experience in writing procedural documents for a variety of audiences.

    AEX11. Experience with providing Information Technology (IT) support (for example, in a virtual computing environment, such as but not limited to VMware).

  • Significant experience is defined as the depth and breadth of experience normally associated with the equivalent of full-
  • time performance of duties for approximately two (2) years working or studying in one of the domains.

    Below you will find the current or future requirements of the organization for the proper

    functioning of the work unit or the organization.

    1) For these positions, scheduling flexibility is limited as operational requirements

    necessitate the Research Data Centre (RDC) adhere to agreed upon hours of

    operation.

    2) Employees who hold employment elsewhere or who are otherwise engaged in outside

    activities are required to give priority to the requirements of their Statistics Canada job.

    3) The candidate may be required to travel occasionally.

    4) Employees working part-time must be able to increase their hours and / or change their

    schedule with reasonable notice due to training or workflow demands.
