Overview / Responsibilities

Role :

Reporting to Project Director Midstream & Downstream Projects, the position is based at Edmonton and is built on seller-

doer model. The Project Development Manager is responsible for identifying the opportunities in the related sector, bridging relationships and liaising with potential clients, prequalification presentations, supporting and facilitating in signing of Service Agreements, active participation in proposal preparation, submission and award discussions.

Upon award, the Project Development Manager has overall project management responsibility for the delivery of projects in terms of cost, schedule, technical conformance, Health, Safety, Security, Environment and Assurance (HSSEA) and quality, ensuring compliance with company procedures.

The Project Development Manager ensures that the project is properly resourced, provides direction and mentorship to project staff, assigns work, supervises activities and coordinates across project interfaces, and is responsible for the daily activities of all aspects of the projects.

The Project Development Manager must have effective lines of communication and maintain a good working relationship with Clients.

Responsibilities :

Key responsibilities include :

  • developing strategy (Near, mid and long term) for the related market segment
  • identifying and developing opportunity forecast plan for related business
  • developing & implementing client engagement plan
  • preparing Prequalification presentations & submissions
  • leading proposal strategy development, preparation, clarification and award negotiations
  • Upon award

  • ensure overall Project Scope of Services and Scope of Work is performed and project objectives are developed and met
  • develop and implement the Project Execution Strategy, Information Management Plan and Staffing Plan
  • authorize all project work plans, strategies, methodologies and schedules
  • approve and control Project Design Basis, Principal Design Documents, test work, investigations, surveys, analysis and technical studies
  • develop and maintain project coordination processes including Organization Structure, Approval Matrix, Limits of Authority, Communications Interface Matrix, Function List, Key Stakeholder Contact List, Information Needs List and Project Review Action Log
  • manage the development and implementation of all Project Work Breakdown Structures (WBS), Work Packages, cost control systems, and progress and performance monitoring systems
  • authorize, monitor and review all project components including administration, document control, project control, software, staff planning, purchasing and contractual processes / systems
  • manage all project budgets, cost plans, capital cost budgets, capital expenditure and financial and commercial matters
  • develop and manage project-specific change and risk management systems
  • ensure project requirements for permits, licenses, and regulatory agency approvals are met and up to date
  • organize and lead planning sessions, team building workshops and project coordination meetings
  • ensure an appropriate review process is implemented for the project including internal and Client project reviews, risk reviews, constructability and independent peer reviews
  • oversee and authorize project reports including accident, incident and near miss, monthly progress reports, other technical reports, regular and special project reports
  • ensure effective validation and close-out of project including archiving of all relevant data


  • Graduate Mechanical / Process Engineer.
  • Through knowledge of the local market and competition
  • 15 / 20 years of experience in related field (Green & Brown field) Downstream & Chemicals - Upgraders, refineries and Chemical Plants Exposure to multiple licensors technologies
  • Site / Project Brownfield experience is a plus
  • Exposure to proposal & business development
