Reporting to the Manager, Lands & ROW Projects CAN, this position is responsible for the supervision of a team of Land Specialists dedicated to supporting Gas Operations in Western Canada.
Provide leadership to the land administration team responsible for acquisition, management and protection of land rights for Western Canada, as well pprovide leadership to the field land agents who are the local point of contact with all stakeholders, in particular, those members of the public who own land on or adjacent to Enbridge facilities and are potentially affected by Enbridge activities.
Accountable for providing accurate, comprehensive and registerable documentation for acquisition, divestiture and maintenance of surface land rights for operational activities.
Develop processes, procedures and management systems to acquire and manage land rights documentation. All activities will ensure compliance with applicable legislation and associated regulations
Provide leadership to the Land Administration team regarding acquisition, management and protection of land rights for Gas in Western Canada
Manage field responsibilities regarding due diligence and compliance responsibilities with respect to activities on or adjacent to the company’s land rights, surface land development, encroachment resolution and stakeholder awareness.
Take a lead role in working with pipeline operations to create effective business process, procedures and communications across multiple internal departments
Ensure land rights are acquired and maintained effectively for Gas in Western Canada. Provide expert counsel and support to pipeline operations crews on a range of landowner and stakeholder relationship issues
Ensure the effective support to Operations in regards to ensuring operations has access to land in a timely manner
Provide land resource services to operations and maintenance capital projects, and encroachment issues; Land services should identify, prioritize, resolve, and endeavour to prevent issues affecting landowner and community relationships by ensuring individual interests are given full consideration in decisions related to Enbridge operations
Maintain positive working relationships with landowners and landowner organizations
Provide quality assurance role to ensure consistent application of Policies and Procedures in Lands & ROW
Liaise with inter / intra company staff, governments and regulatory agencies, landowners and occupants, and members of the general public
Develop and make presentations to public and landowners
Represent Lands & ROW and at judicial and regulatory hearings
Develop, implement, and update strategies with respect to accessing land, land compensation and permitting in support of capital gas expansion projects
Flexibility to respond to frequently changing priorities and job requirements

Qualifications : Required :
Completion of a degree or diploma in related field (Forestry, Environment, Land Management, Geology, Agriculture or other Natural Sciences)
Minimum of 10 years land management related experience
Valid Driver’s License in good standing
Knowledgeable in land related aspects encountered during pipeline construction or pipeline operations
Effective verbal, written, computer, problem solving, project management and decision making skills
Effective communicator and team leader
Ability to interpret applicable legislation, regulations and processes for projects which are federally and provincially regulated.
This includes, but is not limited to National Energy Board Act, Responsible Energy Development Act (Alberta), Public Lands Act (Alberta), Oil and Gas Activities Act (BCOGC)
Accreditation through the International Right of Way Association or equivalent is considered an asset
