The intent will, as a first step, fill vacancies starting in the summer of 2018 (June-July 2018) and meet future staffing needs.

This could be a contract that can take up to one (1) year with the possibility of an extension.

TO BE CONSIDERED IN THE FIRST EVALUATION PHASE, YOU MUST APPLY NO LATER THAN APRIL 2, 2018.

For applicants selected in the first phase of the repertoire, the written examination is scheduled on Saturday, May 5, 2018.

Thereafter, interviews will be held on weekdays during the day as of May 14, 2018. Failure to attend the evaluation may result in the rejection of your application.

Applicants are encouraged to apply ONLY if they agree to work in Drummondville and if they are able to do so. By expressing an interest in a position in a particular location, the applicant acknowledges the requirement for relocation (where applicable and at their expenses).

APPLICATION INFORMATION

    Please note when submitting an application to this selection process, you will be prompted to answer screening questions concerning the essential education and experience qualifications as well as asset qualifications.

    When answering these questions, please provide detailed, concrete examples that clearly demonstrate HOW YOU meet the requirement.

    Failure to clearly substantiate how you meet the screening criteria may result in the rejection of your application. Candidates will not be solicited for incomplete or possible missing information.

    Resumes will be used as a secondary source to validate the experience and education described in the screening questions.

    INSTRUCTIONS

    When recording your examples, be sure that :

  • Provide concrete, specific examples of actions that speak directly to the experience sought.
  • Choose examples with sufficient complexity, impact and degree of difficulty that will allow you to illustrate to what extent and depth you have shown the behaviors expected for each qualification.
  • Focus on what you did. In referring to an experience achieved in the context of a team, set your role apart from the role(s) of others.
  • Please describe the achievements in the past tense. This will help to ensure that you are providing concrete examples, rather than making general statements (e.
  • g. instead of saying I work well within a team . you can say I worked well with a team when . ).

  • Use action verbs when describing your experience i.e. lead, managed, organized, planned, prepared, informed, determined, etc.
  • Provide all examples in sentence format.
  • Duties

    1) Manage projects from different programs using the organization's program official guide and work tools.

  • Answer the questions of beneficiaries and employers by email or telephone.
  • Inform and direct the applicants in order to help them.
  • Analyze applications for grant and contribution and establish their eligibility according to the terms of programs.
  • Evaluate and recommend applications for grant and contribution to ensure their eligibility for the program using predetermined criteria and the officer's judgement.
  • Establish and enter into agreements with organizations.
  • Ensure that the employer respects the program agreement using telephone and controls with supporting documents (occasionally on-site).
  • Make payments to organizations using the grants and contributions system
  • Perform diagnostic data analysis to draw conclusions.
  • Visit the organizations to monitor the progress of activities, their compliance and their eligibility according to the program.
  • 2) Follow up project files of different programs using softwares.

  • Update project tracking tables using Excel.
  • Maintain relationships with employers and beneficiaries to ensure that projects run smoothly.
  • Complete the different phases of the project in the system used by the ministry to ensure the continuity of the project.
  • Find solutions, individually or in team, to the problems encountered.
  • Write recommendations, professional correspondences and project agreements.
  • Perform financial documents analysis (invoices, reports, etc.) and make calculations (budgets, expenses, etc.)
  • 3) General

  • Promote and deliver programs to citizens and communities based on specific needs and government priorities.
  • Assess and respond to the needs of citizens or the community.
  • Communicate adequately according to the context of the program.
  • Work environment

    These Officer level positions provide information, advice and guidance, promote, evaluate, calculate and ensure the integrity in the delivery of Programs.

    To excel in this position you must be; highly motivated, a quick learner, quality oriented, client focused and able to thrive in a fast paced, high volume environment.

    Physical and psychological working conditions :

  • The work is performed in an open concept office.
  • There is a requirement to work offsite when visiting with clients, attending meetings or carrying out monitoring visits.
  • There may also be a requirement to travel to remote and rural locations.

  • There may be a requirement to work outside of core hours.

    EDUCATION

  • Secondary school diploma or employer-approved alternatives (a satisfactory score on the PSC test approved as an alternative to a secondary school diploma;

    EXPERIENCE

    Experience in delivering services or programs to the general public involving obtaining and providing information requiring explanation or clarification.

    Experience in using technology (e.g. e-mail, Internet and word processing).

    Experience in collaborating with community partners and stakeholders

    This experience is defined in a broad sense :

    Interacts and / or transacts and / or works, with : (one or more possibilities in the following)

  • a community;
  • an organization;
  • or an entity rooted in the community, etc.

    EDUCATION

    Successful completion of two (2) years post-secondary education from a recognized educational institution (e.g. community college, CEGEP, university) in a field such as in Social Sciences or in Administration.

    A degree* from a recognized post-secondary institution with acceptable specialization in social sciences or in administration.

  • The term ''degree'' refers to a baccalaureate as established by educational authorities.
  • Recognized post-secondary institution : A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial / territorial legislature or through a government-

    mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

    EXPERIENCE

    Experience in applying basic accounting principles and tools

    Experience in developing or promoting working level partnerships within the homelessness community

    Experience in developing or promoting working level partnerships within the youth community

    Experience in developing effective and collaborative working relationships with partners, stakeholders or various levels of government

    Experience in working with client segments including any of the following : Aboriginal people, youth, seniors, newcomers, persons with disabilities

    Experience in administering grants and contribution programs

    OPERATIONAL REQUIREMENTS

    Willing and able to work outside core hours, including evenings and weekends, as per operational requirements (short notice)

    Willing and able to travel within the service area, as per operational requirements (may require overnight accommodation).

    Willing and able to travel by various modes of transportation

    THE ASSESSMENT PROCESS

    An interview will be administered. A written exam will be administered. A situational exercise could be administered. Standardized tests could be administered.

    Reference checks will be sought. You will be required to provide the contact information at the time of assessment (name, phone number, e-

    mail address, position title and relationship to you for two (2) references).

    The evaluation involves several steps that could be administered at different times and that could take place from Monday to Friday in regular working hours.

    SCREENING AND SELECTION

    Management may choose one or more Asset Qualifications at the screening stage and / or at the selection. Random selection and / or top-

    down selection may be used at the screen stage to identify which applicants will be further assessed.

    A pass mark will be established for each essential qualification. Candidates must meet each essential qualification to be appointed to the position.

    Also, candidates may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.

    This appointment process could also be used to staff other similar positions of temporary, interim or permanent duration in Drummondville at Service Canada and could be used for Assignment, Deployment, or casual contract (90 days).
