Duties

Provide technical support services, expertise, advice and guidance in the delivery of multiple construction projects in relation to built assets.

The Agency's built assets are essential to the successful delivery of Parks Canada programs offered across our national parks, national historic sites and national marine conservation areas.

Built assets include some combination of cultural resources; fortifications; visitor facilities (buildings, trails, boardwalks, campgrounds, day-

  • use facilities); road and highway infrastructure including bridges; marine infrastructure (dams, locks, walls); systems (potable water, wastewater, electric power, radio communications, solid waste, petroleum storage, and climate control);
  • and, grounds (historic and recreational landscapes).

    Work environment

    Parks Canada is a federal government agency responsible for the protection and presentation of Canada’s outstanding natural and cultural resources through a system of national parks, national marine conservation areas and national historic sites in all regions of Canada.

    Intent of the process

    The intent of this process is to fill 1 vacancy. This process will be used to a create list of qualified candidates to staff similar positions with various tenures, security levels or linguistic profiles in the same or other parts of the country.

    In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

    EDUCATION :

    Post-secondary diploma in civil engineering technology, construction engineering technology or an acceptable combination of experience and education.

    ESSENTIAL EXPERIENCE :

    Recent and relevant* experience in :

  • Contract administration including acquisition of services and material through structured procurement processes.
  • Coordinating construction activities and tracking expenditure related to capital projects and / or operational activity.
  • Work site inspections, checking compliance with specifications, schedule and safety requirements.
  • The application of building code compliance or other federal / provincial / municipal codes.
  • Developing and executing work plans, including resources for labour, material and equipment.
  • Inspection of built assets to identify deficiencies or maintenance requirements, and assessing scope and preparing cost estimates for repairs and / or other small projects.
  • Recent and relevant experience refers to at least two years' built asset-related experience in Canada in the past four years.

    ESSENTIAL KNOWLEDGE :

    Knowledge of the Agency's built assets and their role regarding the Agency's objectives, mandate and organizational priorities.

    Knowledge of principles and best practices associated with asset management.

    Knowledge of principles and best practices associated with the management of capital projects / small and medium-sized restoration projects that may require technical or architectural services.

    Knowledge of occupational safety and health procedures, safe work practices and regulations related to the Canada Labour Code.

    ESSENTIAL ABILITIES :

    Ability to evaluate situations and resolve issues.

    Ability to work as an effective team member to achieve project objectives.

    Ability to manage time effectively to support the delivery of projects on time and on budget.

    Ability to communicate effectively, both orally and in writing.

    ASSET EXPERIENCE :

    Experience writing technical documents such as requests for proposals and statements of work required for the provision of contracted services.

    Experience using software used in civil engineering, such as AutoCAD and / or ArcGIS.

    Experience using software used in project management, such as MS Project Server, and other software such as Microsoft Office Suite and Adobe Suite.

    OPERATIONAL REQUIREMENTS :

    Willingness to wear a Parks Canada uniform, identified clothing and necessary protective equipment.

    Willingness to travel and work in a variety of weather conditions and terrain for extended periods of time.

    Willingness to do overtime and to work on weekends and on statutory holidays.

    Conditions of employment

    Reliability Status security clearance - Must possess and maintain a valid driver's licence throughout employment.
