The Manager, Corporate Industrial Regional Benefits (IRB) leads the Company’s programs for compliance with the Industrial Regional Benefits (IRB) obligations under its contracts with the Federal Government.
The role will play a key part in supporting the development of common procurement process, procedures, technology and reporting as it relates to IRB across Seaspan ULC (Seaspan) Business Units and related Shared Services functions.
This position reports to the Director, Corporate Supply Chain Management.
Duties / Accountabilities
Assumes subject matter expert role on IRB;
Provides leadership support and accountability for compliance with IRB for all Federal Government procurement contracts;
Builds and maintains a strong working relationship with Industry Canada;
Educates and builds awareness of IRB program requirements with internal customers, informs on spending decisions, develops procedures and systems that monitor and report on Seaspan’s compliance for major projects such as VISSC, FELEX and Federal Fleet Renewal (FFR);
Prepares IRB reports and supporting analysis for review by Seaspan senior executives for submission to the Canadian Government / Crown;
Leads and actively pursues industrial offset opportunities with major OEMs and internally within Seaspan and related companies;
Negotiates with Industry Canada for pre-approval of new qualifying IRB transactions;
Plans, organizes and supports project specific activities as it relates to IRB;
Develops processes & procedures to efficiently prepare :
Bid responses to programs / projects governed under IRB Policy
Transaction documentation for on-going projects
Assists in the negotiation of specific business agreements and IRB commitments with suppliers and subcontractors;
Ensures subcontractor IRB reporting requirements and reporting format to ensure IRB obligations that are flowed down are met;
Provides information and education to suppliers and subcontractors on IRB policy and programs; and
Other duties as assigned.
Education and Experience
Bachelor’s / engineering degree, B. Comm. and / or equivalent and / or MBA is desirable;
Plus a professional designation : CPP (PMAC) Program ;( PMP) Project Management Program; or P. Log. (Canadian Professional Logistics Institute) or Professional engineering (P. Eng.);
5 7 years work experience in industrial regional benefits and offset regulations and value proposition plus functional ability in supply chain management and / or contracting;
3 - 5 years experience working in the Defence, Manufacturing (Shipbuilding / Naval preferred) and / or Transportation Industry would be an asset.
Skills, Knowledge and Required Competencies
Expert demonstrated knowledge of best practices in IRB management with related experience in supply chain management, contracting, project management, and / or design and engineering;
Strong relationships with and knowledge of the key position in Government of Canada as relates to IRB policy and programs;
Comprehensive understanding of the defense and security sector;
Strong Knowledge of Manufacturing (preferred Shipbuilding / Naval ) and / or Transportation (preferred Marine) Industry;
Experience in drafting proposals, contracts and other legal documents;
Excellent oral and written communication skills and effective listening skills; and
Proficient in MS-Office with strong presentation skills (Internal & External)
