Main Purpose and Function
The Planner II works as part of a planning team that is responsible for implementing the Area Plan and preparing policy, zoning and guidelines for area planning initiatives in the Vancouver-
Downtown Division. This role is currently assigned to the Downtown Eastside area but may participate in other area planning throughout the Downtown.
Specific Duties and Responsibilities
The successful applicant will be expected to coordinate an interdepartmental team of creative professionals and technical support staff in the preparation and implementation of the Area Plan and policies.
The emphasis will be on the preparation of land use and built form policies and regulations as well as policies relating to urban design and amenity strategies.
The position also plays a key role in the ongoing implementation of the DTES Plan, including the management of complex projects and programs.
This is professional planning position requiring the exercise of independent judgement and initiative in planning and executing technical functions under general supervision of the Senior Planner.
The Planner II would be involved in a variety of tasks including :
Preparing and managing work programs
Managing consultancies and project budgets
Report writing, including complex Council reports
Presenting complex material to staff, the public and City Council
Establishing collaborative working relationships with community organizations, businesses, residents, property owners, developers, and other stakeholders
Designing, attending and facilitating community events that could include community forums, workshops, and meetings (including weekday evenings and weekends)
Exercising considerable judgment and demonstrating professionalism, diplomacy, tact, and discretion
Analyzing a wide variety of supporting data and information to assist in the recommendation of planning policy, including land use, demographic trends, public benefit needs assessments, economic studies, and public surveys
Co-ordination and implementation of DTES Plan projects in conjunction with citizen groups, BIA’s, and non-profit organisations where necessary
Answering enquiries and corresponding with the public and other departments on matters related to projects, development, by-laws, and policies
Reviewing rezoning and development permit application proposals for the DTES
Consulting with and advising staff of other departments on matters related to major projects assignments and / or the DTES Plan
Other duties / responsibilities as assigned
Education and Experience :
A university masters degree in planning or a related discipline with extensive and progressive municipal experience at a professional level (minimum of 5 years experience)
Or an equivalent combination of education and experience
Knowledge Skills and Abilities
Applicants should be able to demonstrate suitable professional experience in the planning field, preferably from working in low-
income, inner city communities. Preferably, applicants should have an understanding of complex socio-economic development issues related to housing, homelessness, community economic development, heritage and the impacts of development and change on vulnerable people
Familiarity with the diverse and multiple challenges of the Downtown Eastside communities, urban design and heritage issues, public consultation and managing consultant assignments would be preferred
Additional experience and knowledge of working with First Nations, Urban Aboriginal and / or Canadian Japanese communities would be strong assets
The applicant should have a broad range of experience developing and managing work programs and preparing policies and land use and built form regulations with demonstrated experience in preparing policies that involve interrelationships between transportation, job space, local economy, housing, the public realm, public services, and the environment
The applicant will demonstrate initiative and independent judgment in dealing with a variety of people and situations as well as be a leader who can develop teams and advance work programs within defined timelines
Qualifications also include experience developing and implementing a range of engagement processes to include a broad range of public and stakeholder groups
The applicant will have the ability to clearly communicate complex planning issues through Council reports and presentations and a demonstrated ability to deal with conflict
Demonstrated experience in urban design and area planning and the ability to produce and communicate with visual materials is desirable
Experience in processing rezoning and development permit applications is an asset
Applicants should have a working knowledge of the City's Land Use By-Laws, Official Development Plans and Policies (particularly in the Downtown area) plus a broad knowledge of City services, programs and processes
Membership or eligibility for membership in the Planning Institute of British Columbia is desirable.
