Job Description

The DFT Site Manager is responsible for the smooth operation of the range facility to satisfy the requirements of the Customer with respect to the operation of the Direct Fire Targetry (DFT) and Portable Moving target System (PMTS).

This primarily involves directing the daily tasks of technical and operational team members to ensure that all equipment is available, functioning, and maintained to support customer activities.

It also involves liaising with Customers to interpret requirements into plans for scenario implementation, using computer-

aided scenario-development tools.

Required skills, qualifications and experience

DFT Support is provided outdoors in live fire training ranges, 24 hours per day, 7 days per week, and 365 days per year.

Exposure to dirt, fumes, noise, adverse weather and extreme temperature are an element of normal day-to-day working conditions.

In support of this the DFT Site Manager’s responsibilities include but are not limited to :

  • Responsible for supervising and providing DFT Support to the units of the CAF 24 / 7 / 365, as required, to include a cadres of dedicated operators and maintainers, supporting the required equipment for live fire exercises and supervising the proper conduct of each live fire exercise for DFT support.
  • Responsible for ensuring compliance of the DFT Target Support Services (TSS) Team with the Contract.
  • Responds to Base Range Control Officer (RCO) and / or Operations Officer (Ops O) as the Department of National Defence (DND) liaison for all matters concerning range bookings, range operations and safety.
  • Responsible for briefing DFT and PMTS capabilities to DND User Units.
  • Responsible for meeting with Customers on a regular basis.
  • Responsible for attending Co-ordination meetings, as required.
  • Responsible for ensuring that administration materials are complete and in place.
  • Responsible for ensuring that all reports required by Lockheed Martin Canada Inc. and DND are submitted correctly and on time.
  • Responsible for ensuring an equitable shift system, monitor work time, signing of time cards and ensuring that DND requirements are satisfied.
  • Responsible for submitting estimates.
  • Responsible for ensuring that stock control and inventory procedures are in place in support of the DFT and PMTS equipment reliability and availability.
  • Responsible for backfilling other TSS Team members (fully trained in the operation / maintenance of DFT System equipment).
  • Responsible for ensuring compliance with all local, provincial and federal regulations concerning the workplace and the environment.
  • Responsible for ensuring all Site activities are conducted in a smooth and effective manner to the satisfaction of the Customer and IAW the Contract and applicable laws and regulations.
  • Responsible for observing and evaluating the performance and support conducted by direct reports.
  • Responsible for any other duties described in the DFT Statement of Work (SOW) or assigned by the DFT Project Management Office (PMO).
  • Desired skills, qualifications and experience

    The DFT Site Manager is responsible for the smooth operation of their assigned range facility to satisfy the requirements of the customer.

    This primarily involves directing the daily tasks of technical and operational team members. Extensive military background and experience with DND procedures and programs is required.

    Preference is an Army background. This role will manage DFT TSS Team personnel onsite with only remote support available from head office.

    The DFT Manager liaises with DND staff and must understand customer training requirements and be able to recommend appropriate solutions.

    The DFT Manager must have a significant degree of maturity, judgement and diplomacy to interact with senior levels of DND personnel in managing expectations, resolving conflicts and ensuring that training needs are achieved.

    Plans often change and situations evolve before and during these training exercises and the DFT Manager has to be both flexible and creative to adapt to the new situations and diplomatically firm to protect Lockheed Martin Canada's business interests and the safety of all concerned.

    The DFT Manager will ensure all range work is performed under the terms of the contract and is frequently on the range to ensure compliance with all local, provincial and federal regulations concerning the workplace and the environment.

    The DFT Manager needs skill and experience in persuasiveness to manage expectations and obtain the necessary compromises and cooperation from senior military command personnel.

    Other qualifications :

  • Must be able to conduct business in English with the ability to assist Francophone troops (working French)
  • Minimum of High School Diploma with additional training in military and / or civilian courses.
  • Minimum 10 years relative experience.
  • Must be able to use independent judgement to make decisions to resolve immediate issues and conflicts.
  • Preference will be given to candidates familiar with the operation and maintenance of the DFT System.
  • Familiar with MS Office and capable to prepare reports, estimates and presentations using Word, Excel, PowerPoint, and Access database.
  • Conduct presentations to all levels within the Customer Base and Lockheed Martin Canada Inc.
  • The DFT Site Manager must also ensure that the day-to-day safety of each DFT TSS staff member is in place while running live fire training ranges.
  • The DFT Site Manager must be able to lift a minimum of 50 lbs on a regular basis.
  • It is also necessary for the DFT Site Manager to backfill other LM Canada staff, as required.
  • Must hold a valid Ontario Drivers License.
  • Must be able to obtain and hold a valid PSPC security clearance level of SECRET.
  • Must be able to navigate using the Universal Transverses Mercator (UTM) grid system.
  • Must be able to travel for extended periods of time (up to 30 days) outside 4 CDSB Petawawa in support of the DFT contract.
  • Must be able to work shift work, as required, in adverse conditions.
