A procurement and supply chain leader with a track record of sourcing reliable vendors, negotiating and managing contracts and achieving savings, you’ll be a valuable asset to the City of Toronto in one of these full-
time, permanent positions.
Reporting to the Director, Procurement, you will manage a portfolio of contracts for one or more categories, from the development of strategic sourcing requirements, including complex sourcing initiatives, to category performance, the development and execution of RFx packages, and the periodic reporting of category performance to the Director.
Major Responsibilities :
Implements detailed category strategies and sourcing strategies
Leads, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
Leads the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
Develops strategic sourcing criteria and defines category requirements
Manages a portfolio of contracts which includes the performance of one or more categories and complex strategic sourcing initiatives and reports category performance to the Director, Procurement on a periodic basis
Manages various aspects of the Strategic Sourcing program and establishes sourcing savings targets
Assists internal clients with required information gathering, strategic sourcing activities, benchmarking and supplier performance information
Analyzes the organization's spend profile related to the assigned categories
Develops RFx packages and executes RFx under the leadership of Director, Procurement or Project Director, Procurement Transformation
Analyzes complex data in conjunction with the market and competitive environment to identify sourcing opportunities
Reviews, analyzes and provides recommendations on existing and potential service contracts including financial implications, staffing and other resources
Anticipates and negotiates possible price changes based on knowledge of the goods and services purchased
Works in collaboration with Division staff to implement newly established contracts
Provides project management and change management support to ensure successful implementation of contracts
Establishes contracts with suppliers and conducts performance review meetings in accordance with the Supplier Relationship Management Policies and Procedures
Monitors client Divisions to ensure goods and services are purchased on contracts
Monitors contract compliance and reports contract performance to key stakeholders
Leads the development of Procurement Plans for the category
Collaborates with key stakeholders to develop various solicitation documents
Leads supplier competition information and debrief sessions
Ensures the overall satisfaction of internal stakeholders
Key Qualifications :
Post-secondary education in a related discipline, e.g. MBA, CPPO (National Institute of Government Purchasing) or CPP (Purchasing Management Association of Canada), or equivalent combination of education and / or experience.
Supply Chain or Public Procurement designation (SCMA, NIGP) is an asset.
Considerable experience in broad-based sourcing strategies to drive financial benefits such as through negotiations, reducing total cost of ownership, demand management and Supplier Relationship Management.
Considerable experience in the purchasing operations of large public or private organizations, some of which must relate specifically to the actual duties of the position.
Considerable experience collaborating, leading, motivating and training staff within operating departments about strategic sourcing approaches in a large public or private organization
Familiarity with eprocurement type systems (i.e. SAP, Ariba, BravoSolutions, etc.).
Strong project management skills with ability to organize, control and coordinate a variety of activities in a fast paced environment.
Knowledge of sourcing leading practices including reverse auctions, supplier performance scorecard, benefits.
Knowledge of the principles, practices and methods used in public purchasing.
Stays abreast of latest technology developments, in order to identify new vendors, new products or new opportunities to reduce costs.
A collaborative team player with the ability to organize and manage multiple priorities.
Highly developed communication skills, both orally and in writing, establishing relationships at all organizational levels, suppliers and representatives and ability to prepare reports, correspondence, presentation material and Council reports.
Superior analytical, interpersonal, problem solving and conflict resolution skills.
Ability to exercise independent judgement and discretion in dealing with confidential matters; ability to act in an ethical and transparent manner, in compliance with corporate code of conduct.
Familiarity with computerized work management systems and the ability to become proficient in their applications (i.e. Microsoft Office).
Familiarity with Ontario Statutes, including Occupational Health and Safety Act, employment standards, labour and human rights, and other applicable government legislation.
Knowledge of public sector procurement processes and procedures is an asset.
