Due to continuing growth, we are seeking a Senior Project Services / Controls Specialist for our Ontario Region located in Mississauga or Waterloo, Ontario, Canada .

This individual is a fully qualified professional with thorough knowledge in planning, scheduling, cost controlling and estimating within a consulting engineering environment.

The Project Services / Controls Specialist will work with Ontario’s Project Delivery Specialist to provide cost and schedule analytical support to a number of sector group Project Managers (PM’s) across the Ontario Region.

The type of support will be dependent upon the project needs and will be provided both in person and through remote means.

Key Duties and Responsibilities

  • Works closely with the PM on all major project functions, with a primary focus on providing support on the project controls functions.
  • Makes recommendations on the economic, financial and other implications of the project.
  • Provides support to ensure the project is in accordance within the policies of GHD to meet the needs of the client.
  • Coordinates for the PM and / or Project Engineer (PE) the preparation of the engineering time budget by the team leads.
  • Coordinates the preparation of the engineering schedule with the PM, Project Engineer, and design discipline leads, ensuring that team leads update their section on a regular basis.
  • Verifies for the PM and / or PE that the schedule and budget data match the progress of the professional services throughout execution of the project.
  • Coordinate the generation of status reports with the project leads for the client and internal managers.
  • Reviews with the PM and / or PE the budget and schedule on a regular basis, identifying gaps and providing solutions to achieving the scope, budget and schedule requirements.
  • Make recommendations on change notices in compliance with best practice change management techniques.
  • Communicates and distributes project information to the team leads.
  • Works effectively with the finance department, especially the project administrators, to ensure project budgets and invoices are accurate and coordinates with the PM to ensure invoices are issued to the client.
  • If required, coordinates the preparation of capital cost estimates by verifying the list of quantity estimates prepared by each discipline and forwarding it to the person responsible for estimating.
  • Implements coaching or mentoring on best practice project controls processes within the project team or with other project controls staff as required.
  • Exercise independent judgment in the selection, classification, compilation and analysis of data obtained from a variety of sources.
  • Determines work procedures and makes recommendations for improvements.

  • Works under general direction with established or proposed guidelines for conformance with procedures, technical veracity and project needs.
  • Guidance is given to junior technical staff when assigned to a common task. Check work of assigned staff for accuracy and conformance with quality and quantity standards.
  • Provides the following by sub-function :
  • o COST CONTROLLER : Set up budgetary control system and documentation for the project or task assignment. Prepares forecasts, cost trend reports and monitors cost and commitment to budget and forecasts.

    Reports on deviations, underruns and overruns. Typically is responsible for maintaining change control and the change order register as well as cost reports, change register, contract and bulletin registers.

    Works closely with project estimator and planner.

    o ESTIMATOR : Prepares all types of estimates from inception to completion and review. Makes presentations to management and clients as required.

    Working from scope documents, drawings, specifications and historical data, organises the estimate by the work breakdown structure and code of accounts.

    Calculates labour and unit rates, checks quantities and scope and prepares direct field costs, field distributables, indirect and head office costs.

    Evaluate scope changes, contract values, cost trends impacts, field order and trade-off studies. Evaluates and recommends allowances for design unknowns, escalation, and contingency and fee structure to the department head and management.

    Interfaces with project management and engineering, construction and procurement departments. Prepares computer analysis.

    o PLANNER : Prepares and maintains complex engineering and construction schedules for projects and project proposals. Prepares reports and maintains liaison with management regarding project planning and scheduling activities.

    Ensures the maintenance of all essential records and reports.

    Skills, Competencies and Qualifications :

  • Bachelor’s (B.Sc.) degree or equivalent diploma from a recognized college or university with a minimum of ten years broad and extensive technical, administrative and project experience.
  • Experience in providing project controls / services for design delivery for larger, multi-discipline projects specifically for industrial / process plants, facilities, or buildings;
  • from design inception through to construction completion.

  • High level of proficiency and experience with cost analysis (eg. MS Excel) and planning scheduling (eg. MS Project or Primavera P3 / P6) tools, including the porting of data from EC industry ERP or cost accounting systems.
  • Excellent verbal and written communication skills.
  • The ability to deal with uncertainty, changing and multiple priorities.
