Our valued public sector client requires the services of an Organizational Development Consultant to support the EBIDM capability transformation initiative.

The Organizational Development Consultant provides support to the EBIDM capability implementation team, service line managers and SMEs and the Organizational Development Consultants in the development of change management, communications and employee engagement and organizational design and development activities for the EBIDM capability deployment.

The primary attention is to the organizational and employee side of change and creating a structured approach to transition to the required structure, including designing and implementing role, organization and responsibility changes and implementing training to address competencies and skill gaps.

The Organizational Development Consultant must provide overall advice and support on all matters associated with organizational competency and employee skill development, transition, communication and training associated with the EBIDM transformed capability.

Tasks :

  • Identify the impact to organizational structures, roles,competencies and performance requirements and developapproaches and activities to address the impacts and effect a positive acceptance of change;
  • Assist with organizational needs assessment and strategic planning for the transition to support the EBIDM capability transformation initiative;
  • Review organizational design to identify the need to realign and adjust the organizational structure;
  • Create specific change management and employee engagement plans with respect to communications, training and orientation of employees for each major change / project;
  • Assess individual and organizational competencies to identify gaps and deficiencies and propose approaches to close the gaps and ensure optimal performance;
  • Research, design, implement, evaluate and communicate employee training programs including leadership development and other management development programs as needed;
  • Support the development of a detailed work plan based on the change agenda and employee transition plans to enable employees to perform within the future structure;
  • Establish parameters to measure the early adoption, effective utilization and proficiency of individual employees and organizational units;
  • Identify deviations in performance from the change standards and implement strategies for corrective action to achieve full organizational adoption to change;
  • Establish and maintain a close engagement with specialists from the HR, training and communication branches to ensure a smooth transition to organization changeand successful implementation of these development initiatives;
  • Proactively address and respond to organizational development issues by bringing key stakeholders together to assess root causes of performance gaps and recommend appropriate interventions;
  • Support the development of a change management and communications strategy and plan for each change initiative;
  • Develop and implement processes to measure effectiveness of the organizational development and learning efforts to ensure performance improvements are occurring;
  • Transfer functional and technical knowledge to the project team and client staff through individual and group training, demonstrations, written instructions and documents on an ongoing basis throughout the life of the project; and
  • Maintain organizational development artifacts as per established document management requirements for the department and Treasury Board (TB) policy.
  • Management Consultant Organizational Change Management 5 - 7 years 5 years of experience as an Organizational Development Consultant (Must-have)

    Enhanced Reliability clearance (Must-have)

    experience identifying training requirements and developing training plans within a Public Sector environment (Must-have)

    experience providing professional services as an Organizational Development Consultant and performing change impact assessments for transformational initiatives (Must-have)

    have experience developing and delivering presentations to stakeholders including senior officials (Director level and up) and working groups (Must-have)

    minimum two (2) years’ experience, in the past five (5) years, working as an Organizational Development Consultant in Public Sector organizations. (Must-have)

    post-secondary degree / diploma from a recognized institution (e.g. Bachelor of Commerce, Arts, Education, Science, Economics, etc.) or equivalent (Must-have)

    recognized organizational development or Change Management (i.e. PROSCI, ADKAR, CHRP, ODCP) designation or equivalent. (Must-have)
