Facilities and Operations (F&O) is a diverse portfolio, covering everything from maintaining UAlberta’s buildings and grounds, to managing capital construction and renovations, to providing utilities and energy management, to planning and project management.
Our portfolio also provides many services to students through Ancillary Services such as accommodation, meals and parking.
F&O is seeking an experienced and energetic Safety Manager. Reporting to Executive Director, Strategic Portfolio Services, the Manager of the Facilities and Operations (F&O) safety program will provide leadership, oversight, knowledge and guidance to a team of specialized safety coordinators serving various functions within F&O that directly interface with the F&O supervisory teams and collaborate with the University’s Central Environmental Health and Safety unit.
The F&O Safety team provides support to operational business units to ensure the units are in compliance to legislative requirements.
The successful candidate will be a mentor and leader with strong managerial skills and the ability to build relationships.
The Safety Manager will be responsible for analyzing impacts of changing legislation, developing and implementing plans to address these legislative requirements and follow-
on to ensure successful integration of safety into the culture within F&O.
This position is part of a greater safety team within the University who are all working towards a culture of identifying and managing risks and providing the safest environments for staff, students, visitors and contractors on a continual basis.
The position will include collaborating with other University departments that are not part of the F&O portfolio.
Duties : Leadership and management :
Leadership and management :
Provide leadership and supervise both internal and contracted environment health and safety professionals
Leadership and supervision of the F&O safety team to ensure it is effective and meeting established objectives
Ensure capability and capacity exists within the safety team to meet safety requirements of F&O
Ensure the F&O safety team is working directly and effectively with all other units within F&O to meet the safety requirements for each unit which vary based on the type of work performed.
Direct interface and leads discussions with Environmental Health and Safety for partnering opportunities for safety for the campus community
Establish written performance standards, goals and objectives and appraise employee performance
As a member of the F&O leadership team, contribute to the creation and implementation of F&O’s annual plan
Provide a direct interface with University procurement for review and input to contract general conditions to ensure University requirements for contract safety are in place
Subject Matter Expertise :
A demonstrated safety professional with a broad skill set including implementing, participating in, and managing safety programs in the building construction disciplines and maintenance settings.
This knowledge will be key to guide the team to meet all regulatory requirements.
Interpret legislation and determine the most effective means to meet the requirements
Act as the first point of contact for all regulatory issues
Stays current and provides briefings and updates on OHS regulations and best practices through updating of accreditation, attending conferences and engagement with industry peers
Continuous Improvement :
Provide strategic and operational leadership to a diverse group of professionals with the goal of supporting a continuous improvement program for all components of the F&O safety program
Work as part of the F&O management team to develop long term strategic priorities to set the direction for the F&O safety program
Integrate with the University EHS management team to coordinate joint initiatives related to priorities, plans and staff development
Proactively develop, implement and lead safety programs and services for F&O that will create a culture of open communication, collaboration, risk management, mitigate the University’s risk, and contribute to the effectiveness of the F&O portfolio
Continuously evaluate the existing safety programs, tools available, effectiveness of meetings employee education and training programs, processes and make recommendations for improvement
Supervisor and Budget Authority :
Plans and prepares annual budgets for Fleet Safety and F&O Safety (budget shared within F&O operational units),
Undertakes bench-marking programs to other post-secondary institutions on a recurring basis to check on new developments, manpower loading and reporting requirements
Presents annual budgets for unit and safety staff training requirements
Identifies requirements for upgrading of training and safety equipment
Post secondary education in a related Occupational Health and Safety discipline
CRSP is a desirable asset
Extensive knowledge of health and safety systems
10 years of experience in environment healthy and safety; 3 years minimum experience in a Supervisory role
Reviewed and implemented safety programs to a minimum of COR equivalent
Demonstrated updating of training to keep abreast of OHS codes, regulations and initiatives / best practices
Training and / or knowledge in a building infrastructure discipline architectural, mechanical, electrical would be an asset
Experience with safety programs in process / utility plants and utility distribution systems would be an asset
Excellent leadership, management, relationship, change management and communication skills
In accordance with the Administrative and Professional Officer Agreement, this full-time continuing position offers a comprehensive benefits package found at and offers an annual salary range of $70,667 to $117,771.
