Job Description

  • Document the business drivers, client area processes, and how those processes contribute to the achievement of the area’s business goals
  • Analyze the business needs of clients and stakeholders to propose potential solutions both technical and non-technical
  • Lead the translation of business requirements into high-level design specifications
  • Develop business cases
  • Work with other technical resources to design and document cost-effective, innovative and operationally supportable solutions
  • Document the structure, connections, and relationships of business processes, organizational workgroups, data, applications, user interfaces, applications interfaces, infrastructure, and network topology
  • Document the effort, risk, costs, and complexity of potential solution
  • Acts as a liaison between departmental end-users, technical team, consultants and other governmental organizations in the analysis, design, configuration, testing and maintenance of solutions to ensure optimal operational performance
  • Analyzes the feasibility of, and develops requirements for, new systems and enhancements to existing systems; ensures the system design fits the needs of the users
  • Plans organizes and conducts business process re-engineering / improvement projects and / or management reviews of programs significant or specific to a government or a department
  • Other duties as assigned.
  • Must have :

  • Bachelors degree in Computer Science, Commerce or an equivalent field
  • Minimum of eight (8) years of experience working as a business and systems analyst
  • Must possess a high level of communications, and client relationship skills. The Analyst must be able to clearly communicate complex technical and business concepts, both to clients (internal or external) and to team members, and to negotiate change
  • Must be capable of effectively identifying and framing problems, leading the collection of elements of information, and integrating this information to produce timely and thoughtful decisions
  • Knowledge of process re-engineering principles, requirements gathering, and middleware management
  • Ability to translate complex technical concepts into simple non-technical terms for various audiences
  • Experience developing business cases
