The Director, Enterprise Performance Management role is critical to transforming the City of Edmonton into a results based corporation.
Accountable to the Chief of Staff, the Director of Enterprise Performance Management contributes to the City’s Vision by assisting leaders in providing oversight across the corporation to improve business performance and is key to enhancing a culture of accountability and transparency.
The primary responsibility of this role is to ensure administration has transparent metrics and targets that deliver value for taxes and / or a social return on investment.
This will ensure Council has appropriate information to inform data driven decisions, citizens have the right data at the service level to understand the value for their dollar, and Administration has the results of the right measures to manage the organization and drive continuous improvement.
This role will work closely with the Corporate Strategy Branch in Urban Form and Corporate Strategic Development to cascade the metrics and targets across the organization.
The ideal candidate will have a proven track record working with executive and C-Suite leadership, and exceptional project management abilities to bring a vision into reality.
They will have successfully developed and implemented enterprise performance management strategies across a wide range of corporations and have outstanding change and project management skills.
Familiarity with logic modelling, balanced scorecard, or ontology is needed.
With exceptional technical prowess, the successful candidate will also have a demonstrated ability to leverage data to create compelling visualizations for stakeholders.
They will also bring forward a track record of identifying the appropriate technical solution and format to create meaningful measurements suited to the audience need.

The Director, Enterprise Performance Management will :
Manage the horizontal and vertical implementation of a cascading system of performance measurement to aligned outcomes, objectives, strategies and measurement at all levels.
Collaborate with the Corporate Strategy Branch to develop a standardized approach for creating performance measures to ensure consistency and alignment.
Establish roles and accountabilities to monitor performance, to interpret data and initiate change when needed.
Ensure performance measures are integrated into all Council-facing work (including Council Reports and Council Initiatives).
Establish of the Performance Management Framework to ensure cascaded alignment to the priorities established in Council’s Strategic Plan.
Apply a performance management lens to all City Manager Office work and generate creative and insightful ways to share this data in a meaningful way with affected stakeholders.
Develop, leverage and manage relationships necessary to advance the Corporation and Branch strategy, including Executive Leadership Team, business partners, staff industry leaders, citizens, other orders of government, the business community, educational institutions, and arts, culture and recreation organizations.
Bachelor's Degree in Business Administration, Public Administration or a related discipline. Masters Degree in related field is preferred
A minimum of ten (10) years progressively responsible experience in a senior leadership role within a large, complex organization
Additional training in financial management, public administration, government relations, project management, change management and / or performance management is considered an asset
Demonstrated experience leading large scale projects including a rich knowledge of the people side of change management

Politically savvy and a proven ability to act decisively and exercise a high degree of initiative and judgement
Ability to anticipate, assess and readily adapt to changing priorities, address emergent issues and maintain resilience in times of uncertainty and effectively work and lead in a changing environment
Exceptional communication abilities listening, presentation and writing demonstrated at a highly consultative level with excellent presentation skills, preferably to a political audience

Salary : $130,111 - $162,640 (Annually)
