Provincial Accounts Payable Manager

The Department of Health and Community Services, in conjunction with the four Regional Health Authorities and the Newfoundland Center for Health Information, have begun moving forward with the sharing of administrative support services functions amongst the five health entities.

The supply chain function was the first service identified to move to a provincial model and is currently being implemented.

During the planning for this implementation, it was determined that the linkages between supply chain and accounts payable must be maintained as there is a need for a provincial accounts payable function to process the associated provincial purchases.

In order to implement the payables function on a provincial model, a temporary manager will be seconded from existing health organizations for a period of nine months to plan and implement a payables model in tandem with the work ongoing on supply chain.

The position will report to Western Health's Regional Director of Financial Services & Budgeting.

This secondment will be a provincial position, with no geographic requirements.

Primary Responsibilities :

The Provincial Manager of Accounts Payable position will be responsible for the following :

  • Development of a plan to create a provincial payables system to accommodate the provincial purchasing which will occur under the new supply chain model
  • Create a standardized vendor dictionary for provincial use
  • Create a standardized general ledger to capture provincial costs
  • Develop service level agreements between the hosts of the provincial function and the client organizations
  • Collaborate with eHealth to develop integration between the host database and client databases
  • Develop provincial policies and procedures
  • Investigate and resolve any tax or other regulatory barriers to implementation
  • Secondment Requirements :

  • Qualifications :

  • A bachelor's degree in business and / or a professional accounting designation
  • A minimum of 5-7 years of experience in healthcare finance leadership
  • A satisfactory record of attendance
  • Extensive knowledge of the MIS standards
  • Compensation
