The Health, Safety, and Environment (HSE) Officer executes health, safety, and environment programs for assigned accounts and supports ongoing compliance to all internal and external requirements to assist the account team in mitigating and managing HSE related risks and improving related performance.
In addition, the HSE Officer assists the HSE team in the development and deployment of health, safety, and environment management system and associated tools, processes and procedures according to applicable external management systems.
In addition to HSE compliance, this position has key responsibility for sustainability programming with the client including supporting waste diversion targets and environmental engagement initiatives.
Supports environmental employee engagement program including communication strategy, development and maintenance of Green Teams
Executes health, safety, and environment programs and promotes a high health, safety and environment culture for the assigned accounts
Provides guidance and advice to account team members of health, safety, and environment matters in accordance to all applicable internal and external requirements utilizing corporate HSE expertise.
Executes health, safety, and environment processes and procedures for assigned accounts
Collaborates with FM team to execute building related HSE programs.
Ensures team members are provided with adequate tools and resources to ensure the safe execution of work
Manages waste related programs and initiatives, and delivers reports on metrics, action items and progress.
Assists and collaborates with the health, safety, and environment team to develop and continuously improve health, safety, and environment management system and associated processes and procedures according to applicable external management systems
Promotes environmental initiative through employee awareness and engagement events.
Investigates and resolves incidents
Conducts root-cause analysis, identifies incident causes, and implements corrective and preventative measures
Tracks, records, maintain and reports incident and near miss data. Identifies and analyses trends.
Develops and reviews account specific processes and procedures to reduce H&S risks and improve HSE performance.
Assists in the development and delivers health, safety, and environment training to account team members
Assists in the development and deploys health, safety, and environment communication to account team members
Monitors and enforces compliance to all internal and external health, safety, and environment requirements
Conducts field inspections, job observations; HSE audits and other types of reviews to monitor compliance to health, safety and environment requirements and to identify risks
Communicates observations, non-compliance and risks to stakeholders, and provides and implements corrective and preventative measures to ensure compliance and mitigate risks
Prepares and submits environmental compliance reports

EDUCATION, JOB-RELATED YEARS OF EXPERIENCE & QUALIFICATIONS
MINIMUM EDUCATION : Bachelor or equivalent training
JOB-RELATED EXPERIENCE : More than three year up to five years
Bilingualism is an asset
Ability to demonstrate success in implementing waste diversion and reduction strategies
Certification in one or more of the following Certificate in Occupational Health & Safety, Certificate in Environmental Management through a Community College or University degree in Industrial Hygiene, Environmental Engineering, Environmental Sciences
3 to 5 years of health, safety and environment program execution work experience, with strong emphasis on employee engagement re : waste reduction and other facilities-
related environmental initiatives
General knowledge of federal health, safety, and environment regulatory requirements
General knowledge of health, safety, and environment management systems ISO 14001, CSA Z1000, OHSAS 18001, etc.
Knowledge of LEED / BOMA BEST is an asset
Ability to deal with conflicting priorities with tight deadlines
Experience with matrix management and cross functional reporting structure
Ability to work independently and prioritize
Strong program execution abilities

Ability to promote environment programs and influence stakeholders to achieve environment objectives
